Background  

The Mission’s mandate, given by the Permanent Council Decision 305 of 01.07.1999 with reference to United Nations Security Council Resolution 1244 gives the Mission a “leading role in matters relating to institution- and democracy building and human rights.” This includes the monitoring of justice system institutions for compliance with the principles of rule of law and human rights.
