Background:  
     
   

This is an extra-budgetary position. The initial contract will be issued for a period of one year, with a possibility of extension subject to availability of extra-budgetary funds.

The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.

The Office for Democratic Institutions and Human Rights (ODIHR) is the principal institution of the OSCE responsible for the human dimension. ODIHR is active throughout the OSCE area in the fields of election observation, democratic development, human rights, tolerance and non-discrimination, and the rule of law. ODIHR's assistance projects and other activities are implemented in participating States in accordance with ODIHR's. In the recent years, the number of staff hired on ExB projects has significantly increased, whereas this position is focused on the support to the Extra-budgetary projects of the office.

This position is located in ODIHR Human Resources Unit and reports directly to the Chief, Human Resources Unit, through close coordination of work with the Senior Human Resources Assistant and the Senior Recruitment Assistant.

     
Tasks and Responsibilities:  
     
   

The incumbent will be responsible for:

  • Performing the complete range of recruitment and selection duties for fixed-term and short-term positions as well as for Experts hired through Special Service Agreements, funded from Extra-Budgetary sources;
  • Preparing and publishing vacancy notices;
  • Screening receiving applications and preparing long lists;
  • Coordinating all aspects of the selection process with the Hiring Managers, the Selection Board and short-listed candidates;
  • Managing the logistical and administrative arrangements for short-listed candidates;
  • Serving as a Human Resources representative and a Board Secretary during the selection phase and preparing recruitment and selection documentation.
  • Contributing to the daily implementation of the payroll in Oracle, closely complementing the work of the Senior Human Resources Assistant, who has full responsibility for this area, with specific focus on staff funded from Extra-Budgetary sources;
  • Administering contracts, social security schemes, entitlements, allowances and staff benefits;
  • Performing other duties as required.
     
Necessary Qualifications:  
     
   
  • Completion of secondary education; training in human resources related issue is desirable;
  • A minimum of four years of directly related work experience, with at least one in an international organization;
  • Advanced computer skills in word processing, spreadsheet and database software. Knowledge of Oracle is a distinct advantage;
  • Excellent communication skills;
  • Ability to express clearly procedures and regulations;
  • Ability to handle difficult situations with tact and confidence. Ability to be discreet and retain confidentiality;
  • Excellent written and oral communication skills in English.

Remuneration Package:  
     
   

Monthly remuneration, subject to social security deductions, is approximately PLN 6,900. OSCE salaries are exempt from taxation in Poland.

Social security will include participation in the Cigna medical insurance scheme (current approximate deduction for a staff member is 46 Euro) and OSCE Provident Fund. The Organization contributes an additional amount equivalent to 15% of the employee's salary to this pension-style fund while the employee contributes 7.5%. Other allowances and benefits are similar to those offered under the United Nations Common System for general services employees.

Appointments are normally made at step 1 of the applicable OSCE salary scale.
