Background    
     
   

The OSCE Mission to Montenegro provides assistance to the host country to institute reforms, and to further strengthen democratic development in line with the OSCE’s commitments and principles. The Mission works with national and local authorities, civil society and the media in order to build media professionalism. The Media Programme of the Mission supports efforts that allow for a constructive use of media in Montenegro.

The Mission will assess the growing need to create a more comprehensive and practice-orientated approach to education of media professionals and trainings for media in Montenegro by putting forward recommendations for creating a more sustainable and accessible media training environment. Through a comprehensive needs assessment and business case development the best mechanism for achieving an optimal, sustainable media training model in Montenegro can be identified.

The Media Programme therefore invites applications from highly qualified, energetic and experienced national professionals for the temporary consultancy post of Local Consultant on Media Training Needs Assessment who would be tasked, working in pair with another International Consultant on Media Training Needs Assessment, to conduct a comprehensive needs assessment of the current state of play, shortcomings and opportunities for education and trainings of media professionals in Montenegro. The document produced by the international and local consultants shall include an overview of shortcomings in the current system of media professionals’ education, inputs collected from relevant media outlets and stakeholders in Montenegro, the set of recommendations and suggestions related to sustainability, budgeting, organizational setup, cost-effectiveness and oversight.

     
Tasks and Responsibilities    
     
   

Under the supervision and in close co-operation with the OSCE Mission to Montenegro/Media Programme Manager (MPM), the local consultant, working in pair with an international consultant, will perform the following tasks:

  1. To prepare short overview of relevant institutions/organizations dealing with education and trainings of media professionals,  as well as background material for international consultant, including: an overview of the current available training opportunities for journalists, information on the state of play with regards to the current journalistic educational and training curricula in Montenegro, in a form of document of minimum 2 pages, in English language by September 15, 2019 (home based);
  2. Draft information session schedule (information sessions will be held at university, media outlets, NGOs, key stakeholders – Ministry of Education, Ministry of Culture, international organisations) by September 20, 2019 (home based);
  3. To support International Consultant in developing a working plan and methodology, identifying lists of respondents and preparing interview schedule (in consultation with MPM) and submit the joint document of 2 pages maximum, in English language, by September 20, 2019 (home based);
  4. To support the International Consultant in conducting the research and data collection in duration of 17 days, in Podgorica, by October 10, 2019 including: •   Data collection on segment I (university level), with the accent on shortcomings, •   Data collection on requirements of segment II (media outlets, NGOs), •   Data collection on requirements of segment III (key stakeholders – Ministry of Education, Ministry of Culture, international organisations);
  5. To support the International Consultant in preparing the first draft of the Report “Media Sector Training Needs Assessment with Recommendations for Optimal Media Training Model”, in English language, of minimum 50 pages, by October 18, 2019 (home based), which would include: •   Executive summary; •   Introduction – Background, Context; •   Needs assessment – covering three segments:     - University level overview, with accent on shortcomings;     - Media outlets and NGO level overview;     - Key stakeholders (Ministry of Education, Ministry of Culture, international organisations) overview; •   Recommendations for optimal media training model; •   Proposals for budgeting, organisational set-up and oversight of the recommended media training model;
  6. To support the International Consultant in preparing the final version of the  “Media Sector Training Needs Assessment with Recommendations for Optimal Media Training Model”, addressing all the above-indicated segments, cleared and approved by the Media Programme, of minimum 50 pages, in English language, by November 7, 2019 (in Podgorica, 18 days in total).

Deliverables:

  • Short overview of relevant institutions/organizations dealing with education and trainings of media professionals,  as well as background material for international consultant, including: an overview of the current available training opportunities for journalists, information on the state of play with regards to the current journalistic educational and training curricula in Montenegro, prepared and submitted in a form of document of minimum 2 pages, in English language by September 15, 2019 (home based);
  • Draft information session schedule prepared in a form of document and submitted by September 20, 2019;
  • Jointly developed working plan and methodology which identifies lists of respondents and prepared interview schedule (in consultation with MPM) prepared and submitted in a form of document of 2 pages maximum, in English language, by September 20, 2019;
  • Research and data collection conducted, in Podgorica, by October 10, and all above-identified segments (listed within this task) included;
  • First draft of the Report “Media Sector Training Needs Assessment with Recommendations for Optimal Media Training Model” of minimum 50 pages, submitted, in English language, by October 18, 2019, with all the above-mentioned points (listed within this task) included;
  • The final version of the “Media Sector Training Needs Assessment with Recommendations for Optimal Media Training Model”, addressing all the above-indicated segments, cleared and approved by the Media Programme, of minimum 50 pages, in English language, submitted by November 7, 2019.
     
Necessary Qualifications    
     
   
  • University degree in Political Science, Journalism or related field;
  • Minimum 6 years of professional experience in the field of media or media education in Montenegro;
  • Experience in conducting trainings would be considered as an advantage;
  • Advanced communication and drafting skills;
  • Good knowledge of the institutional education as well as training opportunities in the country would be considered as an asset;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Previous experience working with other international organizations would be considered as an asset;
  • Extensive knowledge of OSCE key documents about media standards can be considered as an advantage;
  • Professional fluency in the English language, both oral and written;
  • Montenegrin language as a mother tongue.
     
Remuneration Package    
     
    The Expert/Consultant will be remunerated commensurate with his/her experience and qualifications in accordance with the OSCE established rates.
