The OSCE Programme Office in Dushanbe is involved in a wide range of activities, ranging from counter-terrorism and border management projects to supporting cross-border markets and free economic zones, human rights, media development, and legal reform initiatives.

Tasks and Responsibilities |
|
|
|
|
|
|
|
This is a professional function role supervised by the Gender and Anti-Trafficking Officer and if you are selected as the National Anti-Trafficking Officer, you will perform the following duties:
- Contribute to research, examining OSCE commitments and participating in drafting reports on identified gaps observed in the alignment of the Tajik justice system and Tajik legislation, normative
frameworks, and national strategies and action plans with OSCE Human Dimension Commitments related to Anti-Trafficking;
- Develop and draft proposals, draft reports, monitor implementation of project activities and manage budgetary matters for projects sponsored by the Gender and Anti-Trafficking Unit on Anti-
Trafficking and implemented in cooperation with Host Country stakeholders, including the Inter-Agency Commission on Combatting Trafficking in Human Beings (IACCTHB), and other
governmental and civil society stakeholders;
- Review and analyse various proposals for cooperation with Host Country stakeholders, including the IACCTHB and other governmental and civil society stakeholders, and provide
recommendations to the Gender and Anti-Trafficking Officer on the feasibility and potential impact of proposed activities;
- Coordinate the work with the Program Assistant;
- Facilitate cooperation, develop and maintain effective contacts with Host Country stakeholders, including the IACCTHB and other governmental and civil society stakeholders as well
as international agencies with anti-trafficking portfolio. Conduct meetings with relevant focal points, attend events, and, if requested, represent the Anti-Trafficking Project and the POiD at meetings
with representatives of local authorities, diplomatic institutions, international organizations and local NGOs;
- Under direct supervision of the Gender and Anti-Trafficking Officer cooperate with relevant focal points in Vienna, the Organization for Democratic Institutions and Human Rights (ODIHR) as well as
and other OSCE Missions on related issues, including when applicable participation at regional meetings;
- Foster capacity-building for Host Country stakeholders, including the IACCTHB, department for countering trafficking in human beings and other governmental and civil society stakeholders, by
organizing ad hoc training and seminars and by assisting them in the implementation of projects as well as in promoting the implementation of international standards, norms, guidelines and
recommendations in Anti-Trafficking in alignment with OSCE Human Dimension Commitments;
- Receive analysis on normative frameworks, legislation, national action plans, needs assessment and various issues pertaining to anti-trafficking, summarizes and translates into English, Tajik and/or
Russian;
- Conduct site visits and regularly monitor Project activities to ensure the achievement of the goals and objectives of the Project and its Activities;
- Report, communicate and consult with the Gender and Anti-Trafficking Officer concerning project activities;
- Translate documents and written correspondence with Host Country stakeholders, including governmental and civil society stakeholders, as well as interpret oral communications in the course
of performing the assigned tasks and responsibilities;
- Perform other duties as assigned.

Necessary Qualifications |
|
|
|
|
|
|
|
- University degree in law or other field relevant to CTHB;
- Minimum two years office experience in an administrative set up or political, local or international institution, including experience with management of development projects;
- Previous working experience on Anti-Trafficking issues and/or relevant other gender issues with established practical experience in drafting reports, project proposals, budget, conducting research and
analyses;
- Previous training and translation experience;
- Excellent knowledge and understanding of current situation in Tajikistan, with good ability to provide translation and interpretation;
- Practical experience in record-keeping and processing of information;
- Good networking, communication and public relations skills, mediation and diplomacy/tact in all dealings;
- Computer literate with practical experience in window and Microsoft applications;
- Ability to work under pressure and travel frequently on short notice a must;
- Excellent written and oral communication skills in Tajik, Russian and English;
- Ability to work with people of different nationalities, religions and cultural backgrounds;
- Demonstrated gender awareness and sensitivity, and ability to integrate a gender perspective into tasks and activities.

Remuneration Package |
|
|
|
|
|
|
|
Monthly remuneration, subject to social security deductions, is 1,165.83 EUR. Social benefits will include participation in the medical insurance scheme and the OSCE Provident Fund. |
