The OSCE Mission to Montenegro provides assistance to the host country to institute reforms, and to further strengthen democratic development in line with the OSCE’s commitments and principles. The Mission works with national and local authorities, civil society and the media in order to build media professionalism. The Media Programme of the Mission supports efforts that allow for a constructive use of media in Montenegro.
Following the process of modernization and digitalization within the Public Service Broadcaster of Montenegro (PSB), the management of the Radio Televizija Crne Gore (RTCG) expressed the concern that their current organizational model may not be adequate to address the multiple changes introduced by these processes. In a response to the RTCG’s request, the Mission supports the development of a needs assessment which will thoroughly analyse the current situation. This activity envisages hiring of an international consultant to gather information, to evaluate and to develop the requested needs assessment document. The needs assessment will list and describe specific areas of the organizational setup of the RTCG which could be improved. Furthermore, it will provide detailed proposals on how this improvement could be implemented.
The Media Programme therefore invites applications from highly qualified, energetic and experienced international professionals for the temporary consultancy post of International Consultant for Organizational Needs Assessment who would be tasked, working in pair with another Local Consultant on Organizational Needs Assessment, to conduct a comprehensive needs assessment of the current state of play, shortcomings and opportunities for organizational restructuring within the digitalization process of the RTCG. The document shall include an overview of shortcomings in the current functioning of the public broadcaster. Examples and best practices from other PSBs in other countries that have dealt with similar organizational challenges should be presented. Furthermore, a set of recommendations and suggestions relating to the organizational setup, the sustainability, the budgeting, the cost-effectiveness and the oversight would need to be provided in the assessment. The document will serve as a baseline for identifying clear future steps (road map) for the RTCG and will enable future cooperation between the Mission and the RTCG.

Under the supervision and in close co-operation with the OSCE Mission to Montenegro/Media Programme Manager (MPM), the consultant, working in pair with a local consultant, will be required to perform the following tasks:
- To develop a work plan and methodology, to identify lists of staff members and departments to interact with, prepare discussion topics (e.g. brainstorming, participatory observation, interviews, etc.) and to submit the document of 2 pages maximum, in English language, by September 20, 2019 (home based);
- To conduct the assessment and data collection, in Podgorica, by 10 October (field visit to Podgorica, the duration of the visit will be 17 days in total), including:
• Data collection of segment I (top level management);
• Data collection of segment II (mid and lower level management);
• Data collection of segment III (staff members).
- To prepare the first draft of the Report “Needs Assessment for Optimal Organizational Model for the RTCG with Recommendations”, in English language, of minimum 50 pages, by October 18, 2019 (home based), which would include:
• Executive summary;
• Introduction – Background, Context;
• Needs assessment – covering three segments:
- Top level management;
- Mid and lower level management;
- Staff;
• Recommendations for optimal readjustment of the organizational model with the goal of providing high quality media products to a wide audience.
• Proposals for budgeting and oversight in order to implement the organizational changes.
- To prepare the final version of the “Needs Assessment for Optimal Organizational Model for the RTCG with Recommendations”, addressing all the above indicated segments, cleared and approved by the Media Programme, of minimum 50 pages, in English language, by November 7, 2019 (field visit to Podgorica, the duration of the visit will be 16 days in total);
- To prepare and present the findings of the “Needs Assessment for Optimal Organizational Model for the RTCG with Recommendations” to the top level management of RTCG and OSCE’s Head of Mission in Podgorica, by November 10, 2019 (2 working days).
Deliverables:
- Working plan and methodology, lists of members of staff and departments to interact with, discussion topics and submitted within a document of 2 pages maximum, in English language, by September 20, 2019;
- Research and data collection conducted, covering all the three above-identified segments (listed within this task), in Podgorica, by 10 October,
- First draft of the Report “Needs Assessment for Optimal Organizational Model for RTCG with Recommendations” of minimum 50 pages, including all the above-mentioned points (listed within this task) submitted, in English language, by October 18, 2019;
- The final version of the “Needs Assessment for Optimal Organizational Model for RTCG with Recommendations”, addressing all the above-indicated segments, cleared and approved by the Media Programme, of minimum 50 pages, in English language, submitted by November 7th, 2019;
- Findings of the “Needs Assessment for Optimal Organizational Model for RTCG with Recommendations” prepared and presented to the top level management of RTCG and OSCE’s Head of Mission in Podgorica, by November 10, 2019.

- University degree in Journalism, Management, Business studies, Political Science, or related field;
- Minimum 4 years of professional experience in the field of organisational structure analyses, creation and restructuring;
- Experience in conducting needs assessments in business or organisational management;
- Good knowledge of media situation and media trends in the region would be considered as an asset;
- Advanced communication and drafting skills;
- Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
- Previous experience working with other international organizations would be considered as an asset;
- Extensive knowledge of OSCE key documents about media standards can be considered as an advantage;
- Professional fluency in the English language, both oral and written.
