National Expert to conduct the overall assessment/evaluation of Police Reform process in Tajikistan for the period of 2013-2020

In 2008, the Government of the Republic of Tajikistan decided to launch a comprehensive police reform process. The OSCE Programme Office in Dushanbe was requested by the Ministry of Internal Affairs of the Republic of Tajikistan (hereinafter referred to as “MIA”) to facilitate the reforming process through provision of consultative assistance on the basis of its cross-dimensional approach to security.

National Expert on Local Safety Councils (LSCs)

Local Safety Councils (LSCs) are local structures with consultative competencies dedicated to safety and security issues which recently have been established in a large number of municipalities of Albania. This process has intensified especially during 2018-2019 with many such structures being in place, while many more are in the process of being established, with the declared objective to complete this process in all municipalities within 2020. This is a new process that aims to build a new security multi-agency culture among local institutional and non-institutional actors.

National expert to prepare a technical analysis of the economic impact of hydroelectricity at local level.

The OSCE Presence in Albania is providing support to local governments to identify the impacts of the extractive industries at the local level, with a particular attention to the revenues stemming from it. To support municipalities in this effort to acquire and better manage the mineral royalty share, the Presence developed a Policy Paper in 2019 and established the Local Governance Knowledge Sharing Platform composed of 13 member municipalities with a focus on Extractive Royalties.
