Local Safety Councils (LSCs) are local structures with consultative competencies dedicated to safety and security issues which recently have been established in a large number of municipalities of Albania. This process has intensified especially during 2018-2019 with many such structures being in place, while many more are in the process of being established, with the declared objective to complete this process in all municipalities within 2020. This is a new process that aims to build a new security multi-agency culture among local institutional and non-institutional actors. LSCs bring together law enforcers, emergency, public healthcare, prosecutors, judges, civil society, youth, religious leaders to discuss and improve multi-agency cooperation and address local security and safety issues. Local Safety Councils tasks include among the others:
1 Raising awareness on crime related issues, irregularities and violent behavior; 2 Preparing a Security Action Plan, and developing projects to increase and improve safety and security in the community; 3 Identifying security and safety related challenges in the community; 4 Cooperating with the Regional Directorate of the State Police and other local security actors to address safety and security threats.
More specifically, during 2018 - 2019, the Presence supported six LSCs (Elbasan, Cërrik, Librazhd, Lushnja, Vlora and Puka) to strengthen their capacities to prioritize local safety issues through designing and implementation of local Security Action Plans.
The main objective of the proposed assignment is to carry out an evaluation of six targeted municipalities; to design the training package for LSCs as well as to develop the guidelines on the role of LSCs in crisis situations. The specific objective of evaluation is to assess the functionality and effectiveness of the LSCs supported by the Presence in the last two years, thus the evaluation will include the LSCs in Elbasan, Cërrik, Librazhd, Lushnja, Vlora and Puka. The main purpose of this process will be to assess their capabilities and capacities to analyze and address local security and safety challenges with the final aim to improve their performance and ensure sustainability of these structures. The evaluation will be conducted through: - desk research on current security situation and public perception on safety in Albanian regions in general and in 6 targeted municipalities in particular; - evaluation of the implementation of Security Action Plans by targeted LSCs; - online/telephone discussions/interviewing with the members of Local Safety Councils; - online interviewing of the main stakeholders.
In addition to the evaluation report, the consultant is expected to design a training package aimed at strengthening capacities of members of LSCs in addressing security and safety matters.
Furthermore, taking into account the crucial role of effective cooperation and partnership among local actors in managing local crisis situations, the expert will study and recommend how LSCs can effectively operate to address crisis situation.
Tasks and responsibilities:
The expert is expected to carry out the following Tasks and Responsibilities:
1- Evaluation of the work of LSCs supported by the Presence, through: a) Desk research to collect information, data and public perception on current safety and security situation in Albania in general and in 6 targeted municipalities in particular. A suggestion about the sources for the desk research should be submitted to the contact point before the desk research. b) Preparing a questionnaire for interviews with relevant stakeholders. c) Conduct stakeholder analysis. d) Conducting on line meetings /telephone calls with local safety councils’ members in the targeted municipalities. e) Conducting on line/telephone interviews with key central and local authorities. f) Conducting on line/telephone interviews with other stakeholders. g) Preparing a final evaluation report including recommendations.
The non-exhaustive list of criteria for evaluation of the LSCs’ work is: - Functionality of the LSCs; - Effectiveness of the LSCs; - Capacities of the LSCs to analyze and address local security and safety challenges; - Implementation of respective Safety Action Plans; - Challenges faced by the LSCs; - Sustainability of the LSCs.
2- Training package to build capacities of LSC members –
The expert will prepare a two day training programme for Local Safety Council Members. The training programme should include the following topics: - Best practices in inter-agency cooperation in solving security related issues; - Addressing safety and security concerns in a local setting; - Methods and skills for developing local security action plans; - Police - public partnership; - Partnerships between citizens and public institutions in solving security related concerns; - Inclusion of different groups, especially youth, women in the work of Local Safety Councils; - Monitoring and evaluation of the implementation of local security action plans.
The Training package to be delivered to the OSCE Presence in Albania shall contain the following materials: - Training manual, including methodology, topics, materials used and references. - Evaluation forms for envisaged trainings; - PowerPoint presentation for each topic. - Analysis of the relevant documents regulating the activities of LSCs.
3- Development of Guidelines on the role of LSCs in comprehensive planning of safety and security issues in a crisis situation based on multi agency collaboration through: - Desk research on best practices to applying multiagency cooperation to address local safety issues in a crisis situation. - Organize on line discussions with LSC members / focal points of targeted municipalities on how to adapt the best practices to the local contexts. Based on the input from discussions and desk research findings the expert will develop guidelines on the role of LSCs in comprehensive planning of safety and security issues in a crisis situation based on multi agency collaboration.
Deliverables
1. Evaluation methodology, including questionnaires, list of documents/reports/materials to be reviewed/consulted, and list of interviewees/stakeholders. The package should be delivered by the third week of the contract. 2. Draft evaluation report should be submitted by the second week of the second month. 3. Final evaluation report with executive summary, introduction, findings and discussions, lessons learned and recommendations should be submitted by the end of second month. 4. Training package for LSCs should be submitted by the second week of month 3. 5. Desk research on best practices to applying multiagency cooperation to address local safety issues in a crisis situation should be submitted by the third week of month 3. 6. The report on on-line discussions on how to adapt the best practices to the local context should be delivered by the fourth week of the third month. 7. The guidelines on the role of LSCs in comprehensive planning of safety and security issues in a crisis situation based on multi agency collaboration- by the end of the first week of month 4.
A total fee of 3500 Euro paid in three instalments, will be made upon the confirmation of the Project Manager.
Qualifications:
• Advanced degree in social sciences, political sciences, and/or security studies. • At least 5 years professional experience in the area of security in civil society, academia, international institutions and/or government agencies. • Previous work in topics related to community policing and/or local safety councils. • Previous experience in monitoring & evaluation of security related projects. • Expertise in local governance and safety and security matters. • Knowledge on legal framework and work of Local Safety Councils in Albania. • At least 3 years of experience in providing evaluation services. • At least 3 years of experience in designing and delivering trainings and workshops in the area of security and/or local governance. • Fluency in spoken and written English is required. • Ability to work under tight deadlines.
Suggested fee: A total fee of EUR 3,500 will be paid upon the confirmation from the Project Manager of the OSCE Presence in Albania.
