OSCE Missions and Field Activities are the front line of OSCE work in countries that require assistance and are the agent through which political decisions are translated into action. The OSCE Mission to Skopje is the Organization's longest-serving field mission. Based on the mandated priorities for the Mission, the Mission’s current activities are grouped in four main strategic areas: Inter-ethnic relations, including early warning; Rule of Law, Democratic Governance; and Transnational Threats. |

Tasks and Responsibilities |
|
|
|
|
|
|
|
Under the guidance and supervision of the Political Adviser and Chief, Political and Reporting Unit, the incumbent contributes to the Unit’s work and output in monitoring and analysis of political developments in the country and provides written and oral advice to the Mission in the relevant area.
More specifically, the National Political Officer:
- Develops and maintains contact with members of political parties represented in Parliament. Acts as the Mission’s Focal Point for Parliament.
- Analyzes and regularly informs the Mission about the activities of Parliament and provides the Mission details about ongoing legislative and decision-making processes.
- Develops and maintains contact with members of political party leadership and relevant party bodies, and regularly informs the Mission about their activities.
- Independently identifies possible sources of conflict (intra-ethnic as well as inter-ethnic) and reports accordingly, in line with the OSCE Early Warning guidelines. Maintains contact with potential and existing sources, builds up a network based on mutual trust and confidentiality.
- Drafts reports and analyses for the Political and Reporting Unit and the Head of Mission. Proactively and independently reports on the current political situation.
- Drafts talking points and composes input for speeches for the Unit and the Head of Mission.
- Accompanies HoM, DHoM and members of the Political and Reporting Unit to meetings. Also represents the Mission political party congresses and other meetings/events.
- Performs other duties as required.

Necessary Qualifications |
|
|
|
|
|
|
|
- Citizenship of or permanent residence in the Republic of North Macedonia;
- First level university degree in Political Science, International Relations or related field;
- At least 2 years of progressively responsible professional experience in government institutions, state administration or international organizations;
- Established experience in liaison with political leaders, research, analysis and reporting;
- Computer literate with practical experience with Microsoft applications;
- Excellent verbal and written communication skills in English and in local language(s);
- Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
- Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
- Holding a valid driving license.

Remuneration Package |
|
|

|
|
Monthly remuneration, subject to social security deductions, is approximately EUR 1,915.00.
Social benefits will include participation in the Cigna medical insurance and the OSCE Provident Fund.
Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.
