Background:
Though the European Commission's Kosovo Progress Report published in October 2013 states that number of identified victim of trafficking (VoT) still remains low, it is necessary to strengthen the capacity of relevant institutions in the area of early identification of VoT and investigation of THB.
Also under the Council of Europe Convention “Action against trafficking” and EU Directive 2011/36 / EU, countries are recommended to take effective measures for early identification of all victims of trafficking in order to prevent their further exploitation.
