Background:
Though the European Commission's Kosovo Progress Report published in October 2013 states that number of identified victim of trafficking (VoT) still remains low, it is necessary to strengthen the capacity of relevant institutions in the area of early identification of VoT and investigation of THB.
Also under the Council of Europe Convention “Action against trafficking” and EU Directive 2011/36 / EU, countries are recommended to take effective measures for early identification of all victims of trafficking in order to prevent their further exploitation.
This activity is part of the Kosovo Government Strategy for THB 2015-2019 as strategic goal 2.Continuous strengthening of the system of identification, protection, assistance and reintegration of trafficking victim through sustainable programs of social inclusion and specific goal 2.1 Advancing methodologies for early identification and referral of person at risk of trafficking.
The Mission has been supporting the Kosovo Police in its capacity building activities since 1999, establishment of the KP. Mission enjoys excellent partnership relations with the Ministry of Internal Affairs, as well as the KP. The Mission has supported development, monitoring and implementation of the Kosovo Strategy for Combating THB 2015-2019.
Objective:
The main objective of the activity is to strengthen capacities of the representatives of the Association of Women in Kosovo Police in the field of THB through enhancement of knowledge and skills in identification, referral, assistance and protection of victims of trafficking.

Remuneration will depend on the qualifications and experience of individual experts as well as the detailed work plan to be agreed upon and will be based on the current OSCE consultancy rates.
