Background:

Though the European Commission's Kosovo Progress Report published in October 2013 states that number of identified victim of trafficking (VoT) still remains low, it is necessary to strengthen the capacity of relevant institutions in the area of early identification of VoT and investigation of THB.

Also under the Council of Europe Convention “Action against trafficking” and EU Directive 2011/36 / EU, countries are recommended to take effective measures for early identification of all victims of trafficking in order to prevent their further exploitation.

This activity is part of the Kosovo Government Strategy for THB 2015-2019 as strategic goal 2.Continuous strengthening of the system of identification, protection, assistance and reintegration of trafficking victim through sustainable programs of social inclusion and specific goal 2.1 Advancing methodologies for early identification and referral of person at risk of trafficking. 

The Mission has been supporting the Kosovo Police in its capacity building activities since 1999, establishment of the KP. Mission enjoys excellent partnership relations with the Ministry of Internal Affairs, as well as the KP. The Mission has supported development, monitoring and implementation of the Kosovo Strategy for Combating THB 2015-2019.   

Objective:

The main objective of the activity is to strengthen capacities of the representatives of the Association of Women in Kosovo Police in the field of THB through enhancement of knowledge and skills in identification, referral, assistance and protection of victims of trafficking.

Tasks and Responsibilities

Under the supervision of the activity manager of DSPS/SAU the regional expert shall:

  • Develop appropriate interactive adult training methodology and materials in consultation with local and the other international expert and in coordination with activity manager
  • In cooperation and coordination with the local and the other international expert develop the training agenda and presentations, exercises and case studies to be delivered to the activity manager two weeks prior to the training
  • Support participants and assist them to cope with the challenges that they meet during the training
  • In close cooperation and coordination with local and the other International expert develop a short appropriate assessment exercise or test to assess the skills which have been developed in the course of the training

Deliverables:

  • On 21 March 2018  develop appropriate interactive adult training methodology and materials in consultation with activity manager and deliver the training agenda and presentations, exercises or case studies to the activity manager two weeks prior to the training;
  • On 22-23 March 2018 deliver two (2) days advanced training in field of tackling THB (identification, referral, protection and investigation of cases of THB to twenty five (25) participants.
  • In close cooperation with the local and regional expert produce the final consultancy report and recommendations for further actions which have been identified during the course of the training. 

Performance Indicators:

  • Final training plan, agenda, presentations, exercises, case studies and training evaluation questionnaire incorporating the SAU comments submitted to the activity manager on time, in the agreed form and of quality satisfactory to the activity manager
  • Training delivered as scheduled/planned in a requested format and to the satisfaction of the activity manager
  • Positive feedback from the training participants (training evaluation questionnaire)
  • The final consultancy report is submitted to the activity manager on time.

Necessary Qualifications

  • Advanced university degree in Law, Police Academy, International relations, other social sciences or other related fields is required
  • Minimum ten (10) years of relevant professional experience in field of THB is required
  • Strategic thinking and strong analytical skills including initiative, resourcefulness, and maturity of judgment
  • Ability to work under pressure and meet deadlines
  • Excellent written and oral communication skills in English is desirable
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds and different gender

Desired additional Qualifications:

  • A broad range of practical experience in field of THB especially in identification of VoT and investigation of cases of THB are desirable; 

Remuneration Package:

Remuneration will depend on the qualifications and experience of individual experts as well as the detailed work plan to be agreed upon and will be based on the current OSCE consultancy rates.
