The Anti-Corruption Agency of the Republic of Serbia, as an independent and autonomous state body, has numerous competencies prescribed by the Law. While performing the daily tasks and exercising its supervisory anti-corruption authority, the Agency’s staff often deals with difficult communication situations. For a more effective response to the communication issues they encounter, the Agency’s staff is in need of knowledge and a set of skills that would enable them to communicate more efficiently and in an assertive manner.
In order to support the Anti-Corruption Agency in its efforts to improve the communication with beneficiaries, the OSCE Mission will organize online training seminar on assertive communication.
The training seminar will aim at assisting participants to more adequately deal with difficult verbal exchanges by strengthening their skills to express themselves in a clear, open and reasonable way, without undermining their own or other’s rights. This is in particular relevant for the Agency’s competencies relating acting on complaints submitted by legal entities and natural persons, acting on reports by civil servants, employees in the organs of the Republic of Serbia and local bodies, as well as the implementation of educational programs concerning corruption. The training is to be conducted through weekly, 2-hour sessions for a total duration of nine weeks. The Agency’s staff taking part in the seminar will be divided into two groups consisting of 15 participants each.
To this end, the Mission requires the services of two experienced trainers on assertive communication, who would prepare the curricula and materials for the aforementioned training, and deliver the training online.

Tasks and Responsibilities |

|
Under the supervision of Senior Anti-corruption Adviser, the consultant will be responsible for:
- Preparing the curricula for the training on assertive communication, so as to cover the following topics: Communication styles; Assertive rights; Roles which prevent assertiveness; Managing manipulation; Constructive conflict resolution;
- Developing the work plan for the training seminar, including the training goals and methodologies that will be used;
- Delivering the training online to the two groups of staff of the Anti-corruption Agency (15 participants each).
- Conducting the evaluation of the training, based on the evaluation forms previously collected from the participants;
- Providing the final report on the implementation of the tasks listed above, after realisation of the training.
All materials prepared and used during the training (work plan/syllabus/presentation, etc.) are to be shared with the Mission’s Rule of Law Department in hard copy and/or electronic form (editable).

Necessary Qualifications |
|
|
|
|
|
|
|
- Citizenship of or permanent residence in the Republic of Serbia;
- University degree in social science or other relevant field;
- At least 10 years of relevant professional experience;
- Previous experience in developing training modules in adult education and implementation of training with particular focus on the topic of assertive communication;
- Extensive experience in facilitating groups;
- Extensive experience and broad knowledge of the topic of assertive communication with the ability to utilize its principles, methods and techniques such as coaching conversations, conflict resolution, solution-based approach, mediation;
- Demonstrated high level of professionalism, ability to work independently and being able to provide individual approach to each participant;
- Professional fluency in Serbian and English, both oral and written;
- Excellent presentation and communication skills;
- Computer literate with practical experience in Microsoft packages;
- Ability and willingness to work with people of different cultural, national and religious backgrounds;
- Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into tasks and activities.

Remuneration Package |

The expert will be employed on a Special Service Agreement covering a total period of 11 working days, staring approximately in October 2020, and will be paid a total amount of RSD 17,550 per day worked. The payment will be effected upon successful completion of all tasks.
