Background    
     
   

The OSCE High Commissioner on National Minorities (HCNM) provides “‘early warning’ and, as appropriate, ‘early action’ at the earliest possible stage in regard to tensions involving national minority issues which have not yet developed beyond an early warning stage, but, in the judgement of the High Commissioner, have the potential to develop into a conflict within the OSCE area, affecting peace, stability or relations between participating States”.

HCNM works with North Macedonia from the perspective of the High Commissioner’s conflict-prevention mandate. In 2019, the government of North Macedonia adopted the National Strategy for Development of the “One Society For All” Concept and Inter-culturalism (“the Strategy). Among the Strategy’s key priorities and objectives are promoting sustainable and inclusive socio-economic and balanced regional development, as well as enhancing social cohesion and integration by improving gender equality, non-discrimination, and equal opportunities irrespective of ethnic background.

HCNM seeks to support the authorities in their efforts in fostering a more cohesive society by providing technical assistance to the office of the National Co-ordinator for Inter-culturalism, One Society, Cultural Development and Inter-sectoral Co-operation (“the National Co-ordinator”). The National Co-ordinator is the Prime Minister’s focal point for the Strategy and its implementation. As such, the National Co-ordinator is in charge of implementing the Strategy’s action plan and priorities.

The Strategy is the first strategy of its kind in the country and has been projected for a three-year period, followed by a revision of the processes and an analysis of the future steps.

HCNM seeks to engage a consultant to assist in the engagement between the National Co-ordinator and HCNM in planning and co-ordinating activities aimed at overseeing and tracking the progress of the implementation of the Strategy according to specified objectives, deadlines, costs, progress indicators and evaluation procedures.

     
Tasks and Responsibilities    
     
   

In close co-ordination with the Project Officer at the office of the HCNM, the consultant is responsible for:

  1. Assisting and advising the National Co-ordinator in developing oversight mechanisms for the substantive and organizational issues related to the further development and implementation of action plans and the implementation of the Strategy. This includes, inter alia, supporting the National Co-ordinator in developing action plans/operational plans, setting timelines, liaising and consulting with relevant stakeholders, providing advice on the design of activities and indicators, including researching examples of best practices where relevant, and identifying needs for other external expert assistance;
  2. Providing the office of the HCNM with updates about ongoing efforts concerning the implementation of the Strategy and regularly exchanging thoughts regarding the developments in the country, including alerting the office of the HCNM on any developments which might have an impact on the HCNM’s programmatic plans;
  3. Liaising between the office of the HCNM and the National Co-ordinator on organizational issues concerning political and programmatic matters. This includes, inter alia, supporting the office of the HCNM and the National Co-ordinator in organizing the work of national and international stakeholders supporting the implementation of the Strategy, ensuring consistency and synergies where possible and if necessary.

Necessary Qualifications    
     
   
  • Advanced university degree in political science, sociology, public administration, international relations or a related field;
  • A minimum of five years of professional experience in the following fields: project implementation, planning and implementation of integration policies, and policy formulation advice, preferably in countries in the Western Balkans;
  • Knowledge of the political situation in North Macedonia and in the broader region, particularly in relation to national minorities;
  • Understanding of the HCNM’s mandate and thematic guidelines, particularly the “Ljubljana Guidelines on Integration of Diverse Societies”;
  • Previous work experience in North Macedonia, particularly on issues related to the integration of society in political, economic, social and/or cultural spheres, is desirable;
  • Professional fluency in English, with a working knowledge of Macedonian, and/or Albanian. A working knowledge of languages of other communities is an asset.
     
Remuneration Package    
     
    Remuneration will depend on the qualifications and experience of individual experts, deliverables, and will be based on current OSCE consultancy rates
