This vacancy is open only for the applicants with the citizenship of or permanent residence in the Republic of Serbia.
The process of distance learning in languages of national minorities in the course of COVID-19 pandemic during March – May 2020 showed the limited availability of online classes for mandatory school subject ‘Serbian as Non-mother Tongue’ (SaNMT). Fluency in Serbian is essential for integration of Serbia’s diverse societies. Considering that the distant learning will most likely be, to a certain extent, a mode of work for schools as of September 2020, in partnership with the Ministry of Education, Science and Technological Development (MoE) the OSCE Mission to Serbia will support the recording and production of classes for SaNMT so that this subject is not neglected in the challenging circumstances brought about by the COVID-19 crisis.
In partnership with the MoE, in co-operation with schools and in close consultations with relevant National Councils of National Minorities (NMCs) and the Institute for the Improvement of Education (IIE), the Mission will support the development of operational plans for online classes of SaNMT, as well as the recording and production of classes for both levels (A – basic and B – advanced) of the recent curriculum, for three educational cycles (covering primary and secondary education). The produced material will be used in teaching of the school subject starting from September, for the entire school semester.
The recorded classes for each grade and for both A and B levels will be available online (on the web sites of eight NMCs, IIE, schools and on social networks of the eight NMCs) and will represent a tool that could be re-used in teaching the subject also in following school years, in case of prolonged distance learning, depending on pandemic related situation.
To this end, the Mission requires the services of seven experienced teachers of Serbian as Non-mother Tongue, who would be engaged to prepare and deliver up to 48 20-minutes long classes of SaNMT that are to be recorded. The recordings will take place in a room with only a cameraperson and a local OSCE appointed co-ordinator present.

Tasks and Responsibilities |

|
Under the supervision of National Programme Officer on National Minorities, the consultants will perform the following tasks:
- Drafting a plan for each class and proposing teaching materials for the delivery of classes;
- Delivering up to 48 classes of SaNMT, each in 20 minutes format, while using recent and contemporary teaching materials (such as dictionaries developed as an auxiliary material for teachers for achievement of learning outcomes, e.g. Serbian-Albanian dictionary and online application for teachers and students designed by the OSCE High Commissioner on National Minorities, music, games, etc.);
- Working in close co-operation with the local OSCE appointed co-ordinators;
- Drafting the final report with conclusions and recommendations.
The Mission will engage up to 7 teachers of SaNMT, who will deliver classes covering different cycles of education and different levels of programme, namely:
- One teacher to deliver classes of SaNMT for the first educational cycle (first, second and third grades of elementary education), A level programme, with the knowledge of the Hungarian language;
- One teacher to deliver classes of SaNMT for the first educational cycle (first, second and third grades of elementary education), A level programme, with the knowledge of the Albanian language;
- One teacher to deliver classes of SaNMT for the second education cycle (fifth, sixth and seventh grades of elementary education), A level programme;
- One teacher to deliver classes of SaNMT for the third education cycle (first, second and third grades of grammar schools), A level programme;
- One teacher to deliver classes of SaNMT for the first education cycle (first, second and third grades of elementary education), B level programme;
- One teacher to deliver classes of SaNMT for the second education cycle (fifth, sixth and seventh grades of elementary education), B level programme;
- One teacher to deliver classes of SaNMT for the third education cycle (first, second and third grades of grammar schools), B level programme.
Out of 7 consultants, 1 would work in Bujanovac, 3 in Novi Sad and 3 in Subotica.

Necessary Qualifications |
|
|
|
|
|
|
|
- Citizenship of or permanent residence in the Republic of Serbia;
- University degree in Serbian language and literature or similar;
- Advanced university degree in teaching Serbian as a non-mother tongue would be considered an asset;
- Minimum 5 years of experience in teaching of Serbian as a non-mother tongue;
- Demonstrated ability to conduct virtual lessons via online platforms;
- Excellent communication and facilitation skills;
- Professional fluency in Serbian, both oral and written;
- For a teacher assigned to deliver classes for the first educational cycle of A level programme in Bujanovac, advanced knowledge of the Albanian language is mandatory;
- For a teacher assigned to deliver classes for the first educational cycle of A level programme in Subotica, advanced knowledge of the Hungarian language is mandatory;
- Computer literate with practical experience in Microsoft packages;
- Ability and willingness to work with people of different cultural, national and religious backgrounds;
- Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into tasks and activities.

Remuneration Package |

The consultants will be employed on a Special Service Agreement covering a total period of 3 months, indicatively in the period from 18 September 2020 to 11 December 2020, and will be paid a total amount not exceeding RSD 112,800 in total, commensurate to individual qualifications and experience.
