Please note that these two posts are for a period of six months with an expected start date in July 2021.

The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, combating human trafficking, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis

The OSCE Secretariat in Vienna assists the Chairpersonship in its activities, and provides operational and administrative support to the field operations, and, as appropriate, to other institutions.

The Department of Human Resources (DHR) ensures that the OSCE has the human resources capacity necessary to successfully implement its mandates. DHR sets the policies and provides services in the areas of talent acquisition, administration of benefits and entitlements, payroll, performance management, talent development, and policy and employee relations across the Organization.

The Talent Acquisition Unit (TA), as part of the Department of Human Resources, comprises at least ten staff members and is primarily responsible for the recruitment and selection of international contracted and seconded staff for the Secretariat and field operations and of general staff, temporary staff and consultants at the Secretariat. It is also responsible for outreach activities.

     
Tasks and Responsibilities    
     
   

Under the direct supervision of the TA Officer, the supervision of Chief/TA and in close co-operation with the Senior TA Assistants, as Talent Acquisition Clerk, you will be responsible for the below listed tasks:

  1. Performing administrative tasks related to applications and/or nominations for vacant contracted and seconded posts, including Professional category, General Service category, Short-Term Appointments, Special Service Agreements, Daily Contracts, and Interns. This includes circulating vacancy notices, monitoring generic e-mail address for answering queries from candidates, Delegations and/or MFAs regarding status of applications/nominations, supporting screening of candidates/assessing nominations for seconded posts, regularly updating HR database and records of candidates for specialized expertise and temporary assistance rosters;
  2. Supporting preparation and co-ordination of interview boards, such as assisting with organization of interviews, making the necessary arrangements for telephone, online or face to face interviews, preparing interview schedules and distributing information to board members, administering written tests, drafting selection report, checking educational credentials and references as appropriate; co-ordinating availability of selected candidates, drafting acceptance and rejection letters related to seconded posts;
  3. Participating in the Team’s outreach and online events such as LinkedIn campaigns, TA newsletter, webinars and (online) job fairs;
  4. Assisting with compilation of data for reporting related to TA processes;
  5. Performing other related tasks as required, such as replacing other colleagues during their absence.

Necessary Qualifications    
     
   
  • Completed secondary education;
  • A minimum of two years of relevant clerical work experience supplemented by specialized training such as secretarial training, computer qualifications, human resources training or a related field is an asset;
  • Good administration skills, proven accuracy, detail and customer-service orientation;
  • Flexibility and ability to work in a team;
  • Professional fluency in English with excellent written and spoken communication skills; knowledge of other OSCE languages is an asset;
  • Demonstrated gender awareness and sensitivity, and ability to integrate a gender perspective into tasks and activities;
  • Proven interpersonal skills and ability to establish and maintain effective and constructive working relationships with people of different national and cultural backgrounds while maintaining impartiality and objectivity;
  • Computer literate with practical experience with Microsoft applications: knowledge and experience of ERP system such as Oracle is an asset.

Remuneration Package    
     
   

Monthly remuneration, subject to social security deduction, is EUR 2,952 per month. OSCE salaries are exempt from taxation in Austria. Social benefits will include possibility of participation in the Cigna medical insurance scheme and the OSCE Provident Fund.

Please note that appointments are normally made at step 1 of the applicable OSCE salary scale.
