The vacancy is open only for persons with the citizenship of or permanent residence in the Republic of Serbia.
This is an extra-budgetary position within the project “Consolidating Democratization Process in the Security Sector in Serbia, Phase 5” (ExB #2400790), which is placed within the Democratic Governance Section of the Democratization Department. The incumbent will receive a fixed-term Letter of Appointment, which will be subject to satisfactory completion of a 6-month probationary period and which will be renewable, subject to satisfactory performance, until the end of the Project (currently expected to run until 31 December 2022).

Tasks and Responsibilities |
|

|
|
|
|
|
Under the supervision of the National Project Officer, the incumbent works on issues related to the security sector governance and reform (SSG/R) in Serbia, directly implementing project activities, monitoring developments and, in line with the project objectives, making adjustments to ongoing activities and proposing new activities to achieve these objectives. Specifically, the incumbent is responsible for:
- Carrying out a range of tasks as they relate to the design and implementation of individual project activities (e.g. capacity development workshops, conferences, study visits, training seminars), in particular those related to the participation of civil society organisations in SSG/R, promoting good governance mechanisms in the security sector (gender equality, emergency management, professional development of public officials and personal data protection) and advancing education and expertise in the security sector;
- Conducting research and monitoring relevant developments in the area of SSG/R, collating relevant data and information that may affect the project, and making recommendations on how to address the implementation of particular project activities, taking into account any budget implications;
- Monitoring implementation of activities carried out in co-operation with civil society organisations to evaluate their progress and impact, conducting independent field visits and maintaining regular communication with selected implementing partners, producing regular monitoring reports, and providing recommendations for further action with regard to participation of civil society organisations in the security sector governance and reform;
- Drafting Terms of References for engaging experts and preparing relevant documents for engaging implementing partners from civil society; preparing different procurement related documents: requests for conference services, requests for printing and design services, travel requests etc.;
- Preparing and drafting briefing material, activity reports, minutes of meetings and talking points; contributing to monthly activity report and to the preparation of the project narrative reports and other documents as required to fulfil the donor’s reporting requirements;
- Representing the project and/or section at meetings regarding the developments in SSG/R; co-ordinating the project’s activities with the related activities/projects carried out by other Departments in the Mission;
- Performing administrative duties in support of project implementation, such as keeping minutes and notes to file or action points from meetings attended, scheduling appointments and meetings, maintaining the filing system of the project and lists of contacts in prescribed format for subsequent use;
- Translating written material to and from English and providing consecutive interpretation at meetings and other events, when needed;
- Performing other duties as required.

Necessary Qualifications |
|

|
|
- Citizenship of or permanent residence in the Republic of Serbia;
- Completed secondary education supplemented by post-secondary studies or training in social studies, humanities, education, political studies, public administration or human rights;
- Minimum six years of working experience in a relevant field, such as democratization or security sector governance and reform, preferably in an international environment;
- Excellent knowledge and understanding of the current social and political situation in Serbia and the region;
- Computer literate with practical experience in Microsoft packages;
- Excellent written and oral communication skills in English and Serbian.

The incumbent will receive a fixed-term Letter of Appointment, which will be subject to satisfactory completion of a 6-month probationary period, and which will be renewable, subject to satisfactory performance, until the end of the Project. The Project is currently expected to run until 31 December 2022.
Appointments are normally made at Step 1 of the applicable salary scales.
Monthly remuneration, subject to social security deductions, is EUR 1,730.83. Social benefits will include participation in the Cigna medical insurance scheme and the OSCE Provident Fund.
