Background    
     
   

This vacancy is open for the applicants with the citizenship of an OSCE participating State, excluding the Republic of Serbia.

The OSCE Mission to Serbia has developed, in co-ordination with the Ministry of Interior (MoI), the “Support to designing and implementing awareness raising campaigns on SALW control in Serbia” project to address the challenges that police is facing while conducting awareness activities for informing the general public on the threats posed by small arms and light weapon (SALW), and media campaigns for collection and legalization of illegally possessed firearms, ammunition and explosives. In preparing and conducting future firearms awareness campaigns, the MoI will increase co-operation with a broad range of stakeholders that may contribute to ensuring that the media campaigns are better designed and contain clear value-oriented messages to promote awareness of the dangers of firearms. The impact of illegal trafficking and possession of SALW creates a major threat to security and safety in the Republic of Serbia and beyond. SALW contribute to the proliferation of crime and serious organized crime, by acting as the enablers of violence, threatening behaviour and terrorism.

The project will set up an Working Group (WG) at a national level that will be tasked to plan, implement, assess and monitor the public awareness activities,  promote a strong partnership and engagement between the national authorities responsible for Strategy implementation, civil society organizations (CSOs), mass-media and local safety councils. In addition, the project will support the WG to further provide recommendations to the SALW Council on improving the legal framework amendments, by offering technical assistance and expertise.

The project addresses the key responsibilities of the Serbian MoI and provides a framework for assistance in implementation of the new SALW Control Strategy and Action Plan and of the Western Balkan Roadmap for a sustainable solution to the illegal possession, misuse and trafficking of SALW and their Ammunition in the Western Balkans by 2024.

The Mission is therefore looking for an international consultant to provide advice on planning, designing and implementing awareness raising campaigns and legalisation. Additionally, the consultant would develop drafts of a media strategy and a media plan, a plan of awareness activities and would provide advisory support to the development of and/or proposals on improvement of legislative mechanisms for regulating and controlling the circulation and use of firearms, in particular on illegal possession, misuse and trafficking in SALW. These documents would be presented to the Working Group and discussed in detail.

     
Tasks and Responsibilities    
     
   

Under the supervision of Senior Organized Crime Adviser, the consultant will be responsible for:

  1. Developing a media plan and a plan of awareness activities, including meetings with national authorities and advice;
  2. Advising the Working Group on planning, designing and implementing awareness raising campaigns (field visits and meetings with national authorities);
  3. Providing advisory support in development and implementation of legalization campaigns;
  4. Attending working group meetings and participate in local activities.

The consultant will work from home and on field visits to Serbia. All details will be agreed upon in advance in co-operation with the Working Group.

     
Necessary Qualifications    
     
   
  • Citizenship of an OSCE participating State, excluding the citizenship of the Republic of Serbia;
  • Minimum 5 years of professional experience in development and implementation of media campaigns with strong social impact;
  • Experience in development and implementation of awareness campaigns related to SALW, security or policing;
  • Experience in developing and implementation of strategic documents would be considered an asset;
  • Excellent knowledge and understanding of SALW control issues;
  • Knowledge and familiarity with political and institutional framework of the Western Balkans and Serbia is considered an asset;
  • Professional fluency in the English language, both oral and written;
  • Knowledge of Serbian language is considered an asset;
  • Computer literate with practical experience in Microsoft packages;
  • Ability and willingness to work with people of different cultural, national and religious background;
  • Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into tasks and activities.

Remuneration Package    
     
   

The consultant will be employed on a Special Service Agreement, covering a total period of 20 working days, in the period from 15 July 2020 to 14 October 2020, and will be paid a total amount not exceeding 5,000 EUR in total, commensurate to individual qualifications and experience, to be paid in two instalments.

In addition, the OSCE Mission to Serbia will cover travel and accommodation costs associated with this consultancy.
