The vacancy is open only for persons with the citizenship of or permanent residence in the Republic of Serbia.
This is an extra-budgetary position subject to the availability of funds. The incumbent will receive a Fixed-term Letter of Appointment, which will be subject to satisfactory completion of a 6-month probationary period and which will be renewable, subject to satisfactory performance, until the end of the Project (currently expected to run until 30 September 2021).
The incumbent will work within the project “Support to Media Reforms in Serbia” (ExB #2400756), which is placed within the Media Legislation Section of the Media Department.

Tasks and Responsibilities |
|
|
|
|
|
|
|
Under the supervision of the National Legal Officer, the incumbent provides programmatic and administrative support for the implementation of the Project aimed at supporting the creation of a sustainable environment for media development and for further digitalisation of society in the Republic of Serbia. Specifically, the incumbent is responsible for:
- Assisting in the preparation of working documents and background material. Drafting plans, reports and requests, including documents required by the donor, such as annual plans, Monitoring, Evaluation and Learning Plans (including Data Quality Assessments), progress and final reports, Project evaluation reports and briefing papers on Project implementation. Drafting Project inputs for the bi-weekly Mission activity report;
- Assisting in the development of Project activities and liaising with counterparts. Preparing terms of reference for consultants and implementing partners, monitoring the implementation of activities, and reviewing the narrative and financial reports submitted by the implementing partners and consultants;
- Participating in organizing logistical requirements for Project events: preparing agendas and other Project documentation, putting in place ICT and other equipment, stationery and refreshments, arranging accommodation and transport, and maintaining communication with all event participants and the relevant Administration staff;
- Monitoring budget expenditure, giving estimates of costs for individual Project activities and proposing budgetary and/or expenditure adjustments. Assisting the Fund Administration Unit in preparation of requests for advance from the donor, as well as monthly, interim and final financial reports;
- Maintaining database and keeping record of all Project activities;
- Liaising with international, regional and national governmental and non-governmental institutions with the purpose of collecting and sharing information and co-ordinating activities;
- Assisting in collating and gathering information necessary for the development of outreach events and the assessment of their impact;
- Performing other duties as required.

Necessary Qualifications |
|
|
|
|
|
|
|
- Citizenship of or permanent residence in the Republic of Serbia;
- Secondary education supplemented by formal training or studies in administration, project management or media affairs;
- Minimum 4 years of working experience in administration of projects or project planning, implementation, reporting and evaluation;
- Previous working experience in the field of media affairs;
- Knowledge of key issues related to the media landscape in Serbia;
- Knowledge of OSCE or equivalent administrative framework would be an asset;
- Excellent written and oral communication skills in English and Serbian;
- Computer literacy with practical experience in Microsoft applications;
- Ability and willingness to work with people of different nationalities, cultural and religious backgrounds and diverse political views while maintaining impartiality and objectivity;
- Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into tasks and activities.

The incumbent will receive a Fixed-Term Letter of Appointment, which will be subject to satisfactory completion of a 6-month probationary period, and which will be renewable, subject to satisfactory performance, until the end of the Project. The Project is currently expected to run until 30 September 2021.
Appointments are normally made at Step 1 of the applicable salary scales.
Monthly remuneration, subject to social security deductions, is EUR 1,504.92. Social benefits will include participation in the Cigna medical insurance scheme and the OSCE Provident Fund.
