Background    
     
   

Please note that this position is part-time (50%) and is extra-budgetary (ExB) funded. The project duration of the contract is until 31 December 2023 and extension is subject to the availability of funds.

 

The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, combating human trafficking, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.

 

The OSCE Secretariat in Vienna assists the Chairmanship in its activities, and provides operational and administrative support to the field operations, and, as appropriate, to other institutions.

 

The Conflict Prevention Centre (CPC) plays a key role in supporting and co-ordinating the OSCE's activities in the field, in providing analysis and policy advice to the Secretary General (SG) and the Chairmanship, in leading work on all aspects of the conflict cycle, and in supporting the various formats dealing with protracted conflicts. The CPC also serves as the focal point in the Secretariat for co-ordinating and developing the OSCE's role in the politico-military dimension.

 

The Policy Support Service (PSS) serves as the Organization's primary point of contact on all matters concerning field operations; it monitors the implementation of the mandates of the individual field operations and advises the SG and the Chairmanship on related policy and operational issues. It also analyses early-warning signals regarding the situation in the field and recommends the implementation of relevant preventive or reactive action. Support provided to the SG and the Chairmanship includes background information, policy support and advice, input to speeches and travel files as well as drafting summary records. PSS facilitates the co-ordination of programmes and activities among field operations and with those of OSCE specialized units within the Secretariat and institutions and assists field operations with their input to the budget cycle process. PSS also provides support for the Chairperson-in-Office's representatives dealing with protracted conflicts and related formats.

 

The PSS is composed of four regional desks covering Eastern Europe, South-Eastern Europe, the South Caucasus and Central Asia.

     
Tasks and Responsibilities    
     
   

The incumbent will be based in the CPC/PSS/South-Eastern Europe (SEE) Desk and will work under the ExB project “Supporting a More Effective Administration of Justice in Corruption and Organised Crime Cases in the Western Balkans through Trial Monitoring”. This is part of the regional repository programme (hereinafter programme), with the same title which is also managed by CPC/PSS/SEE Desk and it includes projects from five field operations (FOs) in South-Eastern Europe, the OSCE Office for Democratic Institutions and Human Rights (ODIHR) and the co-ordination project under which this position is funded. 

 

Under the supervision of the Programme Co-ordinator, you will provide necessary programmatic, administrative and logistical support for the preparation and implementation of the project and support to the other components of the programme when needed; in this context you will have to work in close co-ordination with the mission staff team members. More specifically, you will be tasked with:

 

  1. Assisting the Programme Co-ordinator in co-ordinating, gathering and consolidating inputs from the five FOs as well as drafting analytical reports;
  2. Assisting the Programme Co-ordinator in all phases of reporting on the project activities, including the biannual project implementation reports, as well as recommendations and final reports;
  3. Collecting, reviewing and compiling monthly reports and inputs from the FOs related to the project activities and contributing to the review of project documents such as action plans, progress reports and proposals by providing comments and managing information received;
  4. Attending meetings and conferences and writing reports and minutes on such events;
  5. Maintaining close ties with a wide range of internal stakeholders helping to achieve the project’s objectives;
  6. Assisting the Programme Co-ordinator with the visibility activities of the programme, implementing the communication/visibility plan;
  7. Backstopping FOs project as needed in their programmatic and administrative duties, including in budget amendment requests;
  8. Co-ordinating the planning, preparation and implementation of meetings, training programmes, peer-learning events and conferences by preparing all necessary administrative and logistical arrangements;
  9. Organizing travel arrangements for the project team if needed;
  10. Entering relevant data into the PSS records and providing related updates to project staff when needed; and preparing summaries of relevant documents;
  11. Keeping records of budget amendments for the programme, expenditures for the project and cross-checking financial reports from the five FOs for the progress biannual reports;
  12. Performing other related tasks and administrative duties as assigned.

Necessary Qualifications    
     
   
  • Completed secondary education supplemented by post-secondary education or formal training in the field of law, social/political science or project management;
  • A minimum of four years of relevant work experience in the field of administration and knowledge of modern office procedures;
  • Proven experience in project management and/or project support;
  • Proven experience in producing reports and presentations;
  • Professional fluency in English, both oral and written and excellent communication skills; knowledge of other OSCE official languages would be an asset;
  • Ability to operate standard computer applications, including practical experience with Microsoft package;
  • Demonstrated gender awareness and sensitivity, and ability to integrate a gender perspective into tasks and activities;
  • Proven interpersonal skills and ability to establish and maintain effective and constructive working relationships with people of different national and cultural backgrounds while maintaining impartiality and objectivity.
     
Remuneration Package    
     
   

Monthly remuneration, subject to social security deduction, is EUR 1,976 per month. OSCE salaries are exempt from taxation in Austria. Social benefits will include possibility of participation in the Cigna medical insurance scheme and the OSCE Provident Fund.

 

Please note that appointments are normally made at step 1 of the applicable OSCE salary scale.
