Background    
     
   

This vacancy is open only for the applicants with the citizenship of or permanent residence in the Republic of Serbia.

The OSCE Mission to Serbia is seeking an expert to provide support to the local self-governments (LSGs) which are in the process of adoption and implementation of their Open Government Partnership (OGP) action plans by advising on most effective ways of implementation of selected activities, based on best national and international examples.

Open Government Partnership complements the goals of the Public Administration Reform  Strategy of the Republic of Serbia and focuses primarily on issues of civic participation, access to information, open data, government integrity, fiscal transparency and public services, while harnessing new technologies to strengthen good governance.

In 2019, the Mission continues to support LSGs in their efforts to implement and further promote OGP action plans in co-operation with the line ministry and civil society. The Mission will follow up on its 2017 and 2018 engagement in the area of promoting OGP at a local level, which at the time consisted of the development of a Model Local OGP Action Plan, support to five “pilot” LSGs in the drafting of tailor-made action plans, and the development of a legal and policy analysis on potential areas for the implementation of OGP principles at local level. The Mission will contribute to raising awareness on OGP and capacity-building in LSGs by supporting “pilot” LSGs which are in the process of adoption and implementation of their OGP action plans.

     
Tasks and Responsibilities    
     
   

Under the supervision of the National Programme Officer, the consultant will be responsible for:

  1. Holding consultative meetings with representatives of at least five LSGs that adopted/are in process of adoption of the OGP action plan (at least one consultative meeting per LSG);
  2. Providing written recommendations on most effective ways for implementation of selected priority activity from the OGP action plan for at least two LSGs;
  3. Providing written recommendations on most appropriate ways for the finalization and adoption of the OGP action plan for at least three LSGs;
  4. Actively participating in organization and realization of relevant public events / respective implementation activities in at least three LSGs;
  5. Actively participating and advising LSGs in the process of finalization/adoption of the OGP action plan for at least three LSGs. 

The consultant shall deliver the following:

  • Minutes from consultative meetings with representatives of at least five LSGs that adopted/are in process of adoption of OGP action plan;
  • Written recommendations on most effective ways for implementation of selected priority activity from OGP action plan for at least two LSGs;
  • Written recommendations on most appropriate ways for finalization and adoption of OGP action plan for at least three LSGs;
  • Agenda / concept note / minutes from relevant public events / implementation activities;
  • Written advices / minutes from meetings in the process of finalization/adoption of OGP action plans.
     
Necessary Qualifications    
     
   
  • Citizenship of or permanent residence in the Republic of Serbia;
  • University degree in law;
  • At least four year of professional experience in good governance, to include drafting of strategic/planning documents;
  • Experience working in open government initiatives;
  • Previous experience in presentations and carrying out political and/or legal analysis;
  • Professional fluency in Serbian, both oral and written, and good knowledge of the English language;
  • Computer literate with practical experience in Microsoft packages;
  • Demonstrated gender awareness and sensitivity, as well as the ability to integrate gender perspective into tasks and activities;
  • Ability to work with people of different nationalities, religions or cultural backgrounds and diverse views while maintaining impartiality and objectivity.

Remuneration Package    
     
   

The consultant will be employed on Special Service Agreements covering a total period of 20 working days, of which one part will be served in spring 2019 and the other part in autumn 2019, and will be paid a total amount not exceeding 2,000 EUR, commensurate to individual qualifications and experience.

In addition, any travel and accommodation expenses will be reimbursed by the OSCE Mission to Serbia.
