Vacancy
Background | ||
This vacancy is open only for the applicants with the citizenship of or permanent residence in the Republic of Serbia. The OSCE Mission to Serbia is seeking an expert to provide support to the local self-governments (LSGs) which are in the process of adoption and implementation of their Open Government Partnership (OGP) action plans by advising on most effective ways of implementation of selected activities, based on best national and international examples. Open Government Partnership complements the goals of the Public Administration Reform Strategy of the Republic of Serbia and focuses primarily on issues of civic participation, access to information, open data, government integrity, fiscal transparency and public services, while harnessing new technologies to strengthen good governance. In 2019, the Mission continues to support LSGs in their efforts to implement and further promote OGP action plans in co-operation with the line ministry and civil society. The Mission will follow up on its 2017 and 2018 engagement in the area of promoting OGP at a local level, which at the time consisted of the development of a Model Local OGP Action Plan, support to five “pilot” LSGs in the drafting of tailor-made action plans, and the development of a legal and policy analysis on potential areas for the implementation of OGP principles at local level. The Mission will contribute to raising awareness on OGP and capacity-building in LSGs by supporting “pilot” LSGs which are in the process of adoption and implementation of their OGP action plans. |
