Background    
     
   

*The selection for this post is subject to the approval of the OSCE 2021 Unified Budget.

The vacancy is open only for persons with the citizenship of or permanent residence in the Republic of Serbia.

The successful candidate will receive a one-year fixed-term Letter of Appointment, which will be subject to satisfactory completion of a 6-month probationary period. The incumbent will work in the OSCE Mission to Serbia’s Democratization Department.

     
Tasks and Responsibilities    
     
   

Under the supervision of Senior Advisor on Human Rights and Non-Discrimination, the incumbent is responsible for providing advice and expertise for the development and implementation of the Democratization Department’s programme on youth related issues. Specifically, the incumbent will be responsible for:

  1. Developing and implementing projects and activities to support the Mission’s strategy and action plans on youth-related issues, promoting principles of tolerance and non-discrimination and other OSCE human dimension commitments, and supporting regional co-operation amongst youth and promoting participation of youth in public life;
  2. Preparing reports, analyses and briefing notes on the developments regarding youth-related issues in the host country and in the region;
  3. Advising the supervisor and the Head of Department on developments relevant for the youth and security portfolio and on progress and developments in the relevant fields of intervention;
  4. Representing the Mission and delivering presentations at conferences, meetings and other in-person and/or virtual events with the host country authorities and civil society organizations and other events on youth-related issues;
  5. Liaising and co-ordinating with OSCE structures (OSCE Chairmanship-in-Office Special Representative on Youth and Security, ODIHR, field operation) and other institutions on the OSCE’s comprehensive and cross-dimensional approach to youth and security, which applies to youth-related activities across the three dimensions, in the context of promoting stability and non-discrimination.
  6. Performs other duties as required.
     
Necessary Qualifications    
     
   
  • Citizenship of or permanent residence in the Republic of Serbia;
  • University degree in political studies, social studies, humanities or law;
  • Minimum two (2) years of professional-level experience on youth-related issues, preferably in an international environment;
  • Knowledge of international commitments and best practices and domestic legislation related to youth;
  • Established experience in project development and implementation;
  • Knowledge of the work of international organizations, state institutions and civil society organizations on youth-related issues.
  • Excellent written and oral communication skills in English and Serbian;
  • Holding a valid driving licence;
  • Computer literate with practical experience in Microsoft applications;
  • Ability and willingness to work with people of different nationalities, cultural and religious backgrounds and diverse political views while maintaining impartiality and objectivity;
  • Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into tasks and activities.

Remuneration Package    
     
   

The incumbent will receive a one-year fixed-term Letter of Appointment, which will be subject to satisfactory completion of a 6-month probationary period, and which will be renewable annually, subject to satisfactory performance and continuing need for the post.

Appointments are normally made at Step 1 of the applicable salary scales.

Monthly remuneration, subject to social security deductions, is approx. EUR 2,223.75. Social benefits will include participation in the Cigna medical insurance scheme and the OSCE Provident Fund.
