Background    
     
   

The vacancy is open only for persons with the citizenship of or permanent residence in the Republic of Serbia.

The successful candidate will receive a one-year fixed-term Letter of Appointment, which will be subject to satisfactory completion of a 6-month probationary period. The successful candidate will work in the OSCE Mission to Serbia’s Democratic Governance Section within the Democratization Department.

     
Tasks and Responsibilities    
     
   

Under the supervision of the Senior Governance Adviser, the National Governance Officer provides expertise on political and democratization issues with special focus on parliamentary affairs and assists in building capacity of Members of Parliament and staff; specifically:

  1. Monitors and reports on relevant political processes as they affect the democratization process in Serbia with a special focus on developments within the National Assembly of the Republic of Serbia and ensures that those developments are reflected in the Mission’s activities; 
  2. Carries out research on parliamentary and governance issues related to parliamentary work in Serbia and the region as the basis for advice to supervisors and national counterparts;
  3. Designs, develops and implements projects aimed at enhancing the performance of the parliamentary committees, parliamentary staff and Members of Parliament, as well as projects engaging civil society in promoting good governance;
  4. In partnership with other OSCE structures, identifies, plans and implements activities aimed to promote and enhance regional cooperation in the field of parliamentary affairs;
  5. Identifies and works in close contact with international parliamentary and governance experts for expert opinion and capacity building initiatives;
  6. Maintains relationships with key partners at all levels in the National Assembly, ministries, civil society and the donor community;
  7. Represents the Mission at meetings with domestic and international counterparts;
  8. Performs other duties as required.
     
Necessary Qualifications    
     
   
  • University degree in political science, law or social science;
  • Minimum 2 years of professional experience in the field of governance;
  • Excellent knowledge of governance issues, in particular parliamentary affairs in Serbia, as well as at the international and regional level;
  • Knowledge on the work of international and non-governmental organizations in the governance field;
  • Excellent written and oral communication skills in English and Serbian;
  • Computer literacy with practical experience in Microsoft applications;
  • Ability and willingness to work with people of different nationalities, cultural and religious backgrounds and diverse political views while maintaining impartiality and objectivity;
  • Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into tasks and activities;
  • Possession of a valid driving licence.

Remuneration Package    
     
   

The successful candidate will receive a one-year fixed-term Letter of Appointment, which will be subject to satisfactory completion of a 6-month probationary period, and which will be renewable annually, subject to satisfactory performance and continuing need for the post.

Appointments are normally made at Step 1 of the applicable salary scales.

Monthly remuneration, subject to social security deductions, is EUR 2,159.25. Social benefits will include participation in the Cigna medical insurance scheme and the OSCE Provident Fund.
