The vacancy is open only for persons with the citizenship of or permanent residence in the Republic of Serbia.
The successful candidate will receive a one-year fixed-term Letter of Appointment, which will be subject to satisfactory completion of a 6-month probationary period. The incumbent will work in the OSCE Mission to Serbia’s Fund Administration Unit.

Tasks and Responsibilities |
|
|
|
|
|
|
|
Under the supervision of the Chief of Fund Administration (CFA) or delegated authority, the incumbent is responsible for the management of the Mission’s General Services portfolio, comprising management of assets, transport, facilities and logistics. Specifically, the incumbent:
- Administers all aspects of planning and provision of general support services required to implement the Mission’s mandate, including supply chains, logistics support and technical services: develops and implements policies and procedures; provides strategic advice to the CFA, including on capital and operational budget and expenditure plans; reviews all Purchase Requisitions to (a) verify the correctness of the budget/object code and (b) in case of goods, check availability on stock; monitors compliance with delegations of approval authority;
- Manages the General Services portfolio, monitors implementation of tasks, evaluates performance of staff and ensures that staff development needs are met.
- Manages allocation, maintenance, storage, disposal and replenishment of assets: ensures that staff are properly supported and advised on the application of asset management policies; identifies gaps and weaknesses, provides advice on technical matters and recommendations for improvement in relation to the equipment, receipt, inspection and storage management; supervises the assignment, maintenance, storage and disposal of assets and stock levels; oversees the administration of asset donation and loan agreements;
- Ensures professional cost-effective transport management in the Mission: manages, maintains and controls the Mission’s transport management services, including all official OSCE vehicles in the Mission, providing regular vehicle status reports and monitoring the level of services provided by external contractors; develops vehicle replacement plans, controls funds appropriated for transport management services; proposes and implements internal Mission policies and operational guidelines for transportation of staff, equipment and supplies; takes responsibility, in co-operation with the Security Officer, for the conduct of investigations and submission of reports on vehicle accidents and assists with the processing of related claims;
- Ensures professional cost-effective building and facilities management: controls funds appropriated for building and facilities management, ensuring efficient resource utilization in space allocation and facilities maintenance, operation and upkeep of premises; manages the maintenance, repair and housekeeping of the Mission’s facilities and any outside projects; assigns work to individual consultants/contractors; monitors and evaluates performance.
- Manages the Mission’s supply chains for goods and services required for general services and support to the Mission’s operations; manages import/export procedures, VAT exemption procedures for purchases of assets, both for internal use by the Mission and for donation within project implementation, organizes deliveries of goods and services.
- Performs other duties as required.

Necessary Qualifications |
|
|
|
|
|
|
|
- Citizenship of or permanent residence in the Republic of Serbia;
- University degree in administration, management, engineering or a related field;
- Professional-level courses in supply, asset or transport management;
- Minimum two (2) years of progressively responsible professional-level experience in the fields of asset management, supply management and logistics, preferably in a multinational environment;
- Experience in building and/or transport management would be an asset;
- Proven record of effective operational leadership and management skills;
- Excellent written and oral communication skills in English and Serbian;
- Computer literate with practical experience in Microsoft applications;
- Holding a valid driving licence;
- Ability and willingness to work with people of different nationalities, cultural and religious backgrounds and diverse political views while maintaining impartiality and objectivity;
- Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into tasks and activities.

Remuneration Package |

The incumbent will receive a one-year fixed-term Letter of Appointment, which will be subject to satisfactory completion of a 6-month probationary period, and which will be renewable annually, subject to satisfactory performance and continuing need for the post.
Appointments are normally made at Step 1 of the applicable salary scales.
Monthly remuneration, subject to social security deductions, is approx. EUR 2,223.75. Social benefits will include participation in the Cigna medical insurance scheme and the OSCE Provident Fund.
