Background
The vacancy is open only for persons with the citizenship of the Republic of Serbia.
The successful candidate will receive a one-year Fixed-term Letter of Appointment, which will be subject to satisfactory completion of a 6-month probationary period, and which will be renewable annually, subject to satisfactory performance and continuing need for the post. The incumbent will work in the Community Policing Unit of the Security Co-operation Department.
Tasks and Responsibilities
Under the supervision of the Head of the Security Co-operation Department, the incumbent manages the Community Policing Unit, in which s/he supervises two national professional and two general service mission members. As chief of the unit dealing with community policing, the incumbent provides subject-matter expertise and ensures effective management of human and financial resources allocated to the unit. Specifically, the National Community Policing Officer:
- Provides expert advice and recommendations in the areas of community policing, community safety, police-public partnership, problem-oriented policing, and prevention of violent extremism and radicalization that lead to terrorism, specifically:
- Provides advice on the priorities, policies and interventions in the areas of community policing, community safety, police-public partnership, problem-oriented policing, and prevention of violent extremism and radicalization that lead to terrorism;
- Recommends strategies and practices related to police-public partnerships within the community policing concept, including through regular reporting and analysis;
- Promotes the OSCE's efforts to assess and enhance the application of internationally recognised best practices concerning the community policing concept and approach;
- Ensures that the community policing portfolio is synergic with other Mission interventions;
- Maintains relations with the Unit's interlocutors, government officials, representatives of the police service, prosecution, judiciary, bar associations, municipal authorities and local-level initiatives, international organizations and civil society representatives;
- Delivers speeches, briefings and presentations; represents the Unit at various events.
- Manages the Community Policing Unit and allocated funds, including through extra-budgetary projects, specifically:
- Designs project ideas and guides and supervises the development of full project proposals;
- Manages projects related to community policing and strengthening police-public partnership, and establishes monitoring and evaluation mechanisms;
- Ensures the Unit's compliance with OSCE project and administrative regulatory framework;
- Identifies risks in areas falling under the Unit's competencies and develops mitigating measures and early warning mechanisms;
- Supervises and guides the work of assigned staff, including consultants, interns and junior professional officers;
- Liaises with the donors to ensure co-ordination of activities and fundraise for OSCE projects.
- Conducts research and drafts reports, specifically:
- Drafts strategic proposals to advise the relevant ministry and other state bodies;
- Conducts interviews with key stakeholders, follows the media reports, monitors legislative developments and makes on-site visits to local communities;
- Participates in working groups established by the government with the Mission's support which are responsible for drafting legislation relevant to the areas of the Unit's interventions.
Necessary Qualifications
- Citizenship of the Republic of Serbia;
- University degree in police studies, political/social sciences, law or humanities;
- Courses in human security and/or security sector reform;
- Minimum four (4) years of professional experience in the field of community policing, community safety, human rights and/or police-public partnership, of which at least two in an international environment;
- Relevant experience in reform processes, including policy formulation and capacity building of institutions in the field of rule of law and/or home affairs;
- Experience in project management;
- Knowledge of best practices regarding community involvement in solving safety problems;
- Knowledge of the work of international organizations and civil society organizations in the field of police reform;
- Computer literate with practical experience in Microsoft applications;
- Excellent written and oral communication skills in English and in the local language;
- Ability and willingness to work with people of different nationalities, cultural and religious backgrounds and diverse political views while maintaining impartiality and objectivity;
- Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into tasks and activities;
- Holding a valid driving licence.

Remuneration Package
The incumbent will receive a one-year Fixed-Term Letter of Appointment, which will be subject to satisfactory completion of a 6-month probationary period, and which will be renewable annually, subject to satisfactory performance and continuing need for the post.
Appointments are normally made at Step 1 of the applicable salary scales.
Monthly remuneration, subject to social security deductions, is EUR 2,351.67. Social benefits will include participation in the Cigna medical insurance scheme and the OSCE Provident Fund.
The OSCE retains the discretion to re-advertise the vacancy, cancel the recruitment, offer an appointment at a lower grade or offer an appointment with a modified job description or for a different duration.
