With the 2011 Media Strategy having expired in 2016, Serbia entered a new media policy cycle. A more transparent and inclusive process is initiated to create a sound and comprehensive document. The draft of the new Media Strategy (MS) for the period 2018-2023 is expected to be submitted to the Government of the Republic of Serbia by the end of 2018.
During the analytical phase of the process, it has been noted that the lack of comprehensive collecting and keeping of the media market data prevents accurate market analysis, thus creating an obstacle to development of appropriate policy and regulatory framework. Additional understanding of the forthcoming changes to the Audio-visual Media Services Directive (AVMSD) and new regulatory challenges in the field of audio-visual media services in the country is also needed while regulation of over-the-top content (OTT) services and trans-frontier broadcasting need further clarification.
Therefore, as part of its project on “Continued Support to Improving Media Policy and Legislation”, the OSCE Mission to Serbia is looking for an expert to analyse the current situation in Europe regarding the above said issues, summarize the findings, propose desired goals and measures to reach them, as well as to propose monitoring models. The reason for this structure is the complexity of the policy development process, as foreseen by the Law on the Planning System in the Republic of Serbia from April 2018.

Tasks and Responsibilities |

|
|
|
|
Under the supervision of the OSCE Mission to Serbia’s National Legal Officer, the consultant will perform the following tasks:
- Analyse tendencies in the regulation of the audiovisual media services, in particular regarding collecting and keeping of the media market data, including public spending for media; forthcoming changes to the AVSMD; regulation of OTT services; and trans-frontier broadcasting;
- Propose improvements in broadcasting regulation envisaged to improve independence and operability of the regulator and allow for more flexibility in regulating audio-visual media services sector, including co-regulation options;
- Draft a concise document on the findings, including proposed regulatory interventions and implementation measures, monitoring and evaluation possibilities, means of verification and control mechanisms.

Necessary Qualifications |
|
|
|
|
|
|
|
- Citizenship of or permanent residence in the Republic of Serbia;
- University degree in law;
- Minimum 10 years of professional experience in media affairs;
- Profound knowledge of Serbian legal system, media legislation, freedom of expression and information, audio-visual media services regulation, media market regulation;
- Knowledge of international media standards and regulation, including EU accession requirements in relation to the audio-visual media sector;
- Knowledge of the media industry in Serbia;
- Experience in preparing analytical reports;
- Professional fluency in Serbian and English, both oral and written;
- Computer literacy with practical experience in Microsoft package, including the ability to independently finalize a document for external use;
- Demonstrated gender awareness and sensitivity, as well as the ability to integrate gender perspective into tasks and activities;
- Ability to work with people of different nationalities, religions or cultural backgrounds and diverse views while maintaining impartiality and objectivity.

Remuneration Package |

The consultant will be remunerated a total amount not exceeding 900 EUR, commensurate to individual qualifications and experience, upon successful completion of the envisaged tasks. |
