This vacancy is open only for applicants with the citizenship of or permanent residence in the Republic of Serbia.
With the expiration of the 2011 Media Strategy in 2016, Serbia entered a new media policy cycle. A more transparent and inclusive process was initiated to create a sound and comprehensive document. The draft of the new Media Strategy (MS) was submitted to the Government on 27 December 2018. The public debate was finished on 1 March 2019 and now the document is pending the EU Commission’s assessment and final comments from the line ministries.
During the analytical phase of the drafting process, it was noted that one of the issues requiring immediate attention was improving the situation regarding the content in electronic media, namely audio and audio-visual media content (AVM content). For this to happen, the institutions tasked with oversight and further regulation of the AVM content need to be strenghtened and the regulatory framework improved. For this reason, "functional, competent, professional and open institutions with mechanisms for protections against outside pressure" are enlisted as one of the goals of the draft of the Media Strategy.
Within its broader support to Serbian authorities to develop and implement the new Media Strategy and legislation, the Mission will engage a legal expert to be a part of the legal team tasked with analysing the current regulatory framework for AVM content and proposing necessary improvements in regulation and implementation.

Tasks and Responsibilities |

|
Under the supervision of National Legal Officer, and in co-ordination with other members of the legal team, the expert will be responsible for:
- Analysing the measures that the Regulatory Body for Electronic Media has at its disposal to regulate the AVM content in national, regional and local providers of audio and audio-visual media services;
- Researching and analysing the fines pronounced by the Regulator since the new Law on Electronic Media has been adopted in 2014 and evaluate the effects thereof;
- Proposing improvements in audio-visual media services regulation envisaged to improve independence and operability of the regulator and allow for more flexibility in regulating audio and audio-visual media services sector;
- Drafting a concise document on the findings, and contribute to proposed regulatory interventions and implementation measures, monitoring and evaluation possibilities, means of verification and control mechanisms.

Necessary Qualifications |
|
|
|
|
|
|
|
- Citizenship of or permanent residence in the Republic of Serbia;
- University degree in law;
- At least 10 years of professional work experience, including experience in working with media industry in Serbia;
- Experience in preparing analytical reports and in policy development;
- Profound knowledge of Serbian legal system, media legislation, human rights with particular accent on freedom of expression and information, audio-visual media services regulation and work of the Regulatory Body for Electronic Media;
- Knowledge of international media standards and regulations and good understanding of the EU accession requirements, in particular in relation to the sector of audio-visual media;
- Professional fluency in English and Serbian, both oral and written;
- Computer literate with practical experience in Microsoft packages;
- Ability and willingness to work with people of different cultural, national and religious backgrounds;
- Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into tasks and activities.

Remuneration Package |

|
The expert will be employed on a Special Service Agreement covering a total period of 3 working months, starting approx. from 1 July 2019, and will be paid a total amount not exceeding 3,000 EUR, commensurate to individual qualifications and experience.
In addition, travel and accommodation expenses, if any, will be reimbursed by the OSCE Mission to Serbia.
