This vacancy is open only for the applicants with the citizenship of or permanent residence in the Republic of Serbia.
The OSCE Mission to Serbia is seeking an experienced IT expert to provide support in the planning and development of respective applications for selected local self-governments (LSGs), in consultation with the beneficiary LSGs.
The OSCE Mission supports the engagement of LSGs in the Republic of Serbia in the Open Government Partnership (OGP) initiative, which focuses on issues of civic participation, access to information, open data, government integrity, fiscal transparency and public services, while harnessing new technologies to strengthen good governance. In June 2019, an expert made a needs assessment of selected pilot LSGs, namely Sabac, Paracin, Novi Pazar and Vracar. Sabac and Novi Pazar prioritized activities from their OGP Action Plans that relate to the use of new technologies to strengthen openness and civic participation; Sabac plans to develop mobile and web applications for process of citizens’ participation in the creation and adoption of the local budget, and Novi Pazar plans to develop an application called Novi Pazar My City, which should comprise several aspects of the city’s work – provide service information to citizens, a portal for reporting corruption and local communal problems as well as to grade the city’s administration service employees. The Municipality of Paracin prioritized visualization of local budget in open data format.

Tasks and Responsibilities |

|
|
Under the supervision of the Mission’s National Programme Officer, the consultant will be responsible for:
- Assisting in the conceptualization and development of the application which should improve the process of citizens’ participation in the creation and adoption of the local budget of the City of Sabac through:
- advice on scope and functions of application;
- assistance in the organization of the Hackathon in Sabac, including advice on the concept and moderation of Hackathon;
- Developing the application related to visualization of the LSG budget in open data format;
- Assisting in the conceptualization of the application called Novi Pazar My City through:
- advice on the scope and functions of the application;
- assistance in drafting the Terms of Reference for the development of the application, including the specification of the requirements for the bidder, which will be selected by the City of Novi Pazar through public procurement.
The consultant shall deliver the following:
- Written recommendations on the scope and requirements of the application for citizens’ participation of City of Sabac;
- Concept note for Hackathon to be organized for the development of application for citizens’ participation;
- Moderated Hackathon in Sabac;
- eveloped application for visualization of the LSG budget in open data format;
- Written inputs for the Terms of Reference for the development of the application Novi Pazar My City, as well as recommendations on the scope and requirements of the application.

Necessary Qualifications |
|
|
|
|
|
|
|
- Citizenship of or permanent residence in the Republic of Serbia;
- University degree in IT sciences or a related field;
- At least seven years of experience in programming web and mobile applications;
- Proven track record in the development of web and mobile applications relating to public services and social and political public participation;
- Experience from hackathons for development of web or mobile applications; experience in organization/moderation of hackathon would be considered an advantage;
- Professional fluency in English and Serbian, both oral and written;
- Advanced computer literacy;
- Ability to work with people of different nationalities, religions or cultural backgrounds and diverse views while maintaining impartiality and objectivity;
- Demonstrated gender awareness and sensitivity, as well as the ability to integrate gender perspective into tasks and activities.

Remuneration Package |

|
The consultant will be employed on a Special Service Agreement covering a total period of 12 working days, approx. from 16 September 2019 until 15 December 2019, and will be paid a total amount not exceeding 210.000 RSD, commensurate to individual qualifications and experience.
In addition, any travel and accommodation expenses will be reimbursed by the OSCE Mission to Serbia.
