The OSCE High Commissioner on National Minorities (HCNM) provides “‘early warning’ and, as appropriate, ‘early action’ at the earliest possible stage in regard to tensions involving national minority issues which have not yet developed beyond an early warning stage, but, in the judgement of the High Commissioner, have the potential to develop into a conflict within the OSCE area, affecting peace, stability or relations between participating States”.
In recent years, the HCNM has been closely following the inter-communal situation in Albania from the perspective of its mandate, with notable interest in the institutional and regulatory framework governing the field of national minorities.
The office of the HCNM, in close cooperation with the OSCE Presence in Albania (OPiA) and with the support of the Office for Democratic Institutions and Human Rights (ODIHR), would like to support the Albanian National Human Rights Institutions (NHRIs), specifically the Office of the Commissioner for the Protection from Discrimination (CPD), in developing a manual/toolkit reflecting the current standards and practices in human and minority rights monitoring from a societal integration perspective and with a view of strengthening social cohesion.

Subsequently, there will be a jointly organized training for CPD staff to increase their capacities for conducting outreach, raising awareness, and monitoring human and minority rights issues in the country, including issues pertaining to national minorities.
Therefore, HCNM would like to engage an expert who will contribute to the capacity development of the Albanian Commissioner for the Protection from Discrimination by providing a national minority component with a focus on integration of diverse society or strengthening social cohesion.

Tasks and Responsibilities |

|
In coordination with the HCNM Project Officer, the expert will perform the following tasks:
- Participating in a conference call to discuss the specific structure, content, teaching methodology for the training, and format of the consultancy service;
- Drafting the manual/toolkit’s section on national minorities, in English. The content of the tool-kit is to be discussed and decided by the office of the HCNM, but shall contain at least:
- a brief overview of international standards on national minorities;
- NHRIs best practices in monitoring human rights and discrimination issues from a societal integration perspective;
- principles of human rights monitoring, including minority rights frameworks;
- how to monitor discrimination against national minorities;
- how to appropriately conduct outreach and awareness raising on discrimination against national minorities;
- sample of questionnaires, interview forms, report forms, and other relevant documents.
- Participating in the training for CPD staff;
- Preparing and submitting hand-out materials for the training participants in the formats agreed with the HCNM Project Officer;
- Collecting feedback and recommendations from participants in the training through an online questionnaire;
- Preparing a report on the training of approximately five pages, which includes the training program, teaching methodology used, day-to-day activities carried out, feedback and recommendations from participants, and recommendations for future training needs.
- Liaising regularly with and, as necessary, seeking advice from the office of the HCNM throughout the consultancy activities.

Necessary Qualifications |
|
|
|
|
|
|
|
- Advanced university degree in the field of social sciences, law or similar, with a desirable emphasis on national minorities, social integration and inclusion;
- Professional experience in societal integration in political, economic, social and/or cultural spheres; human rights or related area;
- Professional experience in drafting monitoring tools, methodologies, guidelines, manuals in the field of minorities, human rights and/or anti-discrimination;
- Knowledge of the political situation in Albania and in the broader region, particularly pertaining to national minorities;
- Understanding of the HCNM’s mandate and thematic guidelines particularly the “Ljubljana Guidelines on Integration of Diverse Societies”;
- Experience in designing and implementing monitoring tools for NHRIs is an asset;
- Excellent drafting skills and proficient level of English language;
- Experience in delivering training and capacity building activities;
- Ability to work with people of different nationalities, religious and cultural backgrounds.

Remuneration Package |

Remuneration will depend on the qualifications and experience of individual experts, deliverable, and will be based on current OSCE consultancy rates. |
