Background    
     
   

The vacancy is open only for persons with the citizenship of or permanent residence in the Republic of Serbia.

This position is funded from donor (“extra-budgetary”) funds and is limited in duration to one year. The successful candidate will receive a one-year fixed-term Letter of Appointment, which will be subject to satisfactory completion of a 6-month probationary period. The incumbent will work in the OSCE Mission to Serbia’s Administration Unit.

     
Tasks and Responsibilities    
     
   

Under the supervision of the National Human Resources Officer, the Human Resources Assistant will be responsible for:

  1. Assisting in the recruitment and selection of experts/consultants, interns and other temporary personnel, including screening the experts available on the roster, drafting vacancy notices, organizing interviews and/or tests and participating in the interviews;
  2. Administering Special Service Agreements (SSA) for consultants, including verifying Terms of Reference for compliance and completeness, creating Purchase Orders in Oracle/IRMA, drafting contracts (Special Service Agreements), maintaining the roster of experts and entering information about all approved SSAs in the Oracle/IRMA HR database;
  3. Administering supplier data, including entering information on suppliers in Oracle/IRMA, including bank details and supporting documentation, and initiating changes to the supplier records in Oracle/IRMA.
  4. Performing other duties as required, such as assisting in staff training projects.
     
Necessary Qualifications    
     
   
  • Citizenship of or permanent residence in the Republic of Serbia;
  • Secondary education, supplemented by formal studies in administration, social studies or humanities;
  • Minimum 4 years of experience in administration, including at least 2 years of relevant human resources experience in an international environment;
  • Established experience in recruitment or contracting;
  • Excellent written and oral communication skills in English and Serbian;
  • Computer literacy with practical experience in Microsoft applications;
  • Ability and willingness to work with people of different nationalities, cultural and religious backgrounds and diverse political views while maintaining impartiality and objectivity;
  • Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into tasks and activities.

Remuneration Package    
     
   

The incumbent will receive a one-year fixed-term Letter of Appointment, which will be subject to satisfactory completion of a 6-month probationary period. This position is funded from donor (“extra-budgetary”) funds and is limited in duration to one year.

* While the job description for this post has been classified at the G5 level, due to budgetary constraints the successful candidate will be placed at G4 level and will receive remuneration corresponding to a G4-level post. Appointments are normally made at Step 1 of the applicable salary scale. Monthly remuneration, subject to social security deductions, is EUR 1,308.33. Social benefits will include participation in the Cigna medical insurance scheme and the OSCE Provident Fund.
