Background    
     
   

This call for applications is open for persons with the citizenship of or permanent residence in the Republic of Serbia.

The UN Security Council Resolution (SCR) 1325 on women, peace and security is the first formal and legal document of the UN Security Council that required parties in a conflict to prevent violations of women’s rights, to support women’s participation in peace negotiations and in post-conflict reconstruction, and to protect women and girls from sexual and gender-based violence in armed conflict. It is also the first United Nations Security Council resolution to specifically mention the unique impact of conflict on women.

In 2017, the Government of the Republic of Serbia adopted the new National Action Plan (NAP) for the implementation of the UNSCR 1325 – Women, Peace and Security. The document covers the period from 2017 to 2020. Compared to the previous NAP, the NAP 2017-2020 has an additional focus on involvement of women at the local level. The general objective of this document is to improve the safety and security of women through the implementation of UN SCR 1325 in the area of prevention, participation, relief and recovery, with increased involvement of women at the local level.

The OSCE Mission to Serbia has been supporting the process of the development of both national action plans and was one of the main international partners of the Government of the Republic of Serbia in this field. According to the new NAP, the Co-ordination Body for Gender Equality of the Government of the Republic of Serbia is responsible for monitoring and overseeing the process of implementation of this document. Therefore, the OSCE Mission to Serbia is looking for a Gender and Security Issues Expert, for a total period of six months, to support the Co-ordination Body for Gender Equality of the Government of the Republic of Serbia in carrying out analytical and technical tasks related to the implementation of the NAP 2017-2020.

     
Tasks and Responsibilities    
     
   

Under the supervision of the OSCE Senior Governance Adviser, and in close co-ordination with the Co-ordination Body for Gender Equality of the Republic of Serbia, the expert will be required to perform the following tasks:

  • Communicating with focal points responsible for the implementation of NAP;
  • Creating a uniform template for reporting on the implementation of NAP;
  • Drafting and sending requests to stakeholders/focal points for submission of reports on the implementation of NAP;
  • Providing guidelines to focal points on the reporting format and contents;
  • Organizing regular monitoring and consultative meetings with focal points;
  • Collecting up to 200 individual reports on the implementation of NAP from relevant public authorities on national, provincial and local self-government level, for the period from June 2017 to June 2018;
  • Analyzing submitted reports;
  • Contributing to the process of drafting of the consolidated report on the implementation of NAP for the period from June 2017 to June 2018;
  • Giving recommendations for conducting the most relevant research activities in line with the provisions of NAP;
  • Providing recommendations for developing and amending relevant strategic documents and policies relevant for the realization of the objectives of NAP.

The consultant will work at the premises of the Co-ordination Body for Gender Equality of the Republic of Serbia in Belgrade, 8 hours per day, from Monday to Friday. Apart from day-to-day communication with the OSCE Senior Governance Adviser and the project team, the expert will be required to submit monthly reports on the implementation of the abovementioned tasks.

     
Necessary Qualifications    
     
   
  • Citizenship of or permanent residence in the Republic of Serbia;
  • University degree in social or political studies, law or humanities;
  • Minimum 4 years of professional experience in the field of gender and security issues;
  • Outstanding knowledge of gender equality policies and the work of relevant institutions of the Republic of Serbia;
  • Knowledge of issues related to the security sector reform in the Republic of Serbia;
  • Proven ability to produce assessments and studies;
  • Excellent interpersonal, communication, analytical and organizational skills with the ability to self-motivate and to work under pressure;
  • Professional fluency in Serbian and English, both written and oral;
  • Computer literate with practical experience in Microsoft packages;
  • Ability and willingness to work with people of different cultural, national and religious background;
  • Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into tasks and activities.

Remuneration Package    
     
   

The expert will be employed on a Special Service Agreement for a total of 6 months, starting as of 1 December 2018, and will be paid an amount not exceeding 1,200 EUR per month, commensurate to individual qualifications and experience.
