Background | ||
This vacancy is open only for the applicants with the citizenship of or permanent residence in the Republic of Serbia. In 2010, the Republic of Serbia adopted the Law on Volunteering, which contains the provisions on definition of concept and principles of volunteering, the conditions and protection of underage volunteers, as well as contracts, rights and obligations of volunteers and organizers of volunteering. Nevertheless, according to the National Youth Strategy of the Republic of Serbia, the Law that prescribes a legal basis for the implementation of voluntary activities has not been implemented as intended, as its practical implementation has shown some negative effects on the promotion and stimulation of volunteering culture. In order to support the Ministry of Labour, Employment, Veteran and Social Policy of the Republic of Serbia, and its Working Group for analysing the effects of the Law on Volunteering, the Mission requires the services of an expert in facilitation and youth-related policy to assist process of consultations. |

Tasks and Responsibilities | ||
Under the supervision of the OSCE Senior Adviser on Human Rights and Non-Discrimination and in co-operation with the Mission’s Youth Focal Point, the consultant will be responsible for:
Tasks will be performed in close consultation with the Mission, as well as with the UNICEF’s Volunteerism Policy Analyst supporting the Working Group and development of the impact analysis. |

Remuneration Package | ||
The consultant will be employed on a Special Service Agreement covering a total period of 10 working days, starting approx. in March 2020, and will be paid an amount of up to 140,000 RSD in total, commensurate to individual qualifications and experience. In addition, travel and accommodation expenses related to this consultancy, if any, will be reimbursed by the OSCE Mission to Serbia. |
