Background    
     
   

Following a project established in 2010, and in response to the interest manifested by Partners for Co-operation and participating States, the OSCE Secretariat launched a programme of sponsored placement of young diplomats from the Asian and Mediterranean Partners for Co-operation for a period of four months in OSCE executive structures, in order to enhance the partnership with the Asian and Mediterranean Partners for Co-operation through a network of contacts and an increased level of Partner participation in OSCE activities.  Within this framework, a number of placements were offered in 2015 and 2016.  As a result of the success of the initial project, the positive feedback from both the Partners for Co-operation and those applicants who benefitted from the Programme, and following renewed interest on the part of some delegations, the OSCE Secretariat would be pleased to consider candidates for additional four-month placements to start in the latter part of 2017, subject to the receipt of the necessary funding.

This project is placed under the umbrella of the Partnership Fund.

     
Tasks and Responsibilities    
     
   

The goal of the programme is to provide experts/young diplomats from the OSCE Partners for Co-operation with increased knowledge of OSCE values, principles and commitments as well as of the OSCE programmatic approach, activities and working methods. The selected person(s) will be offered the opportunity of gaining practical experience of the OSCE’s work during a four month period at the OSCE Secretariat in Vienna and in other OSCE executive structures. The respective supervisors will establish specific work plans towards this end.

     
Necessary Qualifications    
     
   
  •  Graduation (completed degree) from an accredited university in a field of study relevant to the OSCE’s mandate and fields of work (please refer to: https://jobs.osce.org/employment-types-and-fields-of-expertise
  • Applicants should be under the age of 35;
  • Some previous work experience in a diplomatic service, Ministry or another international/regional organization;
  • Professional fluency in English, both oral and written, with the ability to communicate clearly and concisely (telephone interviews will be conducted as well as a written test administered via internet);
  • Knowledge of other OSCE working languages would be an asset;
  • Computer literacy, including familiarity with Microsoft Office applications and use of e-mail applications;
  • Demonstrated ability and willingness to work as a member of a team with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity.

Each expert/young diplomat placed for any one four-month period will receive a monthly training allowance of EUR 1,000 and will be enrolled in the standard OSCE health and life/accident/disability insurance schemes.  Travel expenses by the most economic route to/from the country of residence to Vienna will also be covered by the OSCE.  Successful candidates will be responsible for making their own accommodation arrangements in Vienna, however, the OSCE is willing to provide advice if required.

Please note that this vacancy is open for a competitive process amongst nationals of the following Asian Partners for Co-operation (Afghanistan, Australia, Japan, Republic of Korea, Thailand) and the following Mediterranean Partners for Co-operation (Algeria, Egypt, Israel, Jordan, Morocco and Tunisia).

 Please direct all inquiries to your Ministry of Foreign Affairs and apply several days prior to expiry of the deadline to allow enough time for your application to be processed by them. Delayed nominations will not be considered. Applications sent directly to the OSCE Secretariat will not be considered.

The first candidate selected will be expected to join the programme in Fall/Winter 2017 and will remain at the OSCE Secretariat in Vienna for four months.
