This vacancy is open only for the applicants with the citizenship of or permanent residence in the Republic of Serbia.
The OSCE Mission to Serbia, though comprehensive and cross dimensional approach, has been providing support to the national authorities and civil society organizations in development and implementation of National Action Plans (NAP) for the UNSCR 1325 – Women, Peace, Security. The Mission’s Security Co-operation Department (SCD) and Democratisation Department have been supporting security sector actors in many reform initiatives, including the empowering of women, advocating and developing mechanism of women’s meaningful participation in safety and security matters, and supporting developing of safety and security of women and their protection at national and local level.
Through cross-departmental cooperation, the Mission assisted the national authorities to develop and implement the first NAP (2010-2015) and the second NAP (2017-2020) for the UNSCR 1325. Having expired in the end of 2020, the effects of the second NAP need to be analysed. Bearing in mind its expiry, the Mission will, based on the request, support the Commissioner for Protection of Equality to implement its monitoring role and produce an independent monitoring report on the implementation of the second NAP. Therefore, the Mission requires the services of an experienced Monitoring expert.

Tasks and Responsibilities |

Under the supervision of the National Programme Officer, the consultant will be responsible for:
- Proposing and designing the monitoring plan of the second NAP for UNSCR 1325 – Women, Peace, Security (including process, goals and stakeholders);
- Mapping and collecting relevant and available base line information through desk research and consultation with relevant stakeholders pertaining to the second NAP implementation;
- Drafting the monitoring report, reflecting achievements, progress, and gaps that will form a set of conclusions and recommendations for future work in the area of Women, Peace and Security agenda in the Republic of Serbia;
- Presenting the recommendations at meetings and consultations in the context of preparing the new initiatives for the upcoming national action plan for UNSCR 1325.
The Consultant will perform tasks online from home.

Necessary Qualifications |
|
|
|
|
|
|
|
- Citizenship of or permanent residence in the Republic of Serbia;
- University degree in humanities, including sociology, political science and gender studies;
- At least 10 years of professional work experience in the field of women’s rights, including gender mainstreaming of security and safety related matters and empowering of women to participate and make decisions regarding their security and safety;
- Knowledge of the processes of development of NAPs for UNSCR 1325 in the Republic of Serbia;
- Track record of implemented monitoring, research, or activities pertaining to the NAPs processes in the Republic of Serbia;
- Demonstrated familiarity with the relevant stakeholders (governmental and civil society organizations) in the NAPs processes in the Republic of Serbia;
- Proven facilitation and moderation skills;
- Professional fluency in English language, both oral and written;
- Computer literate with practical experience in Microsoft packages;
- Ability and willingness to work with people of different cultural, national, social and religious backgrounds;
- Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into tasks and activities.

Remuneration Package |

The consultant will be employed on a Special Service Agreement covering a total period of 10 (ten) working days starting approx. in May 2021, and will be paid a total amount of RSD 220,000. The payment will be effected upon successful completion of all tasks. |
