Background Information:

Within the framework of the Project “Enhancing Cybersecurity and Transparency of Election Processes in Ukraine” (Project), which is implemented by the OSCE Project Co-ordinator in Ukraine (PCU) in partnership with the Central Election Commission (CEC), it is planned, with the support of the PCU, to update the CEC website in compliance with the new election legislation with a new electronic services and to ensure sustainability of the resource under the high workload during the election period.   For this purpose, the PCU is seeking an Expert, Manager of the software developers working group for the CEC website update (Manager of the working group).

Please note that this is a short-term consultancy assignment. The Manager of the working group will be required to work remotely. The assignment envisages visits to the CEC premises located at: 1 Lesi Ukrainky Square, Kyiv, Ukraine.

Task:

Based on the Technical Requirements provided by the CEC, the Manager in co-operation with staff members of the Project and the CEC is expected to develop the terms of reference for CEC website update, which include, but are not limited with:

• Update of the website architecture in accordance with the recent election legislation changes;

• Creation of the sub-system for electronic complains’ submission;

• Ensuring integration between the sub-system of electronic complains and the CEC electronic workflow system;

• Update of the sub-system of publishing the CEC legislative acts and its integration with the CEC electronic workflow system;

• Development of web-services “Election Calendar of Ukraine”, “Interactive Calendar of Election in the World”;

• Development of web-platform for ensuring integration of the new electronic services, such as electronic cabinets of the election process participants;

• Update of administrative interface and development of the full-functional cabinets for the website user and administrator;

• Development of full-text and all-website search system;

• Improvement of the website functionality for placement of multi-media content;

• Enhancement of the website’s cybersecurity.

In cooperation with the Project and CEC, the selected Manager of the working group should participate in the selection and coordinate the work of the group of experts (up to eight persons) on development of the CEC website updates, and conduct its public presentation. A temporary access to the CEC premises will be provided with the facilitation of the PCU.

Necessary Qualifications:

• university degree in information technologies; • minimum five years of professional experience in management of IT projects and teams of software developers on development of informational corporative systems; • practical knowledge of Scrum, Kanban, Waterfall, SDLC; • practical experience of managing projects on development/update informational systems for public authorities with the functionality of documents’ submission, full-text and all-website search and/or experience in development of web-resources for presentation of election open data would be an asset. • excellent communication skills and analytical skills; • professional command of the Ukrainian language; • available to visit the CEC premises in the city of Kyiv.

Remuneration Package: According to the PCU consultancy fees guidelines.
