Background    
     
   

This vacancy is open only for the applicants with the citizenship of or permanent residence in the Republic of Serbia.

In 2017, the Republic of Serbia adopted the Law on the National Academy for Public Administration (NAPA), and in the following year NAPA started its work. NAPA is in charge of establishing a system of professional development of public administration at all levels of government. In line with NAPA’s priorities and its programme of professional training of civil servants, the OSCE Mission to Serbia will support the development of a specific area of expertise, i.e. development of a training programme in the area of security. Namely, this training programme will be tailored to meet the needs of civil servants who are not employees of the core security sector institutions (Ministry of Interior, Ministry of Defence etc.), but employees of other ministries and local self-government units, in order to develop their capacity and understanding of the national security system, international security co-operation, human security etc.

The main objective of this initiative is to assist civil servants from different ministries (such as Ministry of Foreign Affairs, Ministry of Economy, Ministry of Environmental Protection) and local self-government units to better understand their specific roles and tasks with regard to requirements of the national security system, and to thereby strengthen the good governance aspects of the overall security sector governance and reform.

To this end, the Mission requires the services of an experienced professional in the field of andragogy/psychology to conduct a needs assessment and subsequently develop a curriculum and learning materials for the training programme.

     
Tasks and Responsibilities    
     
   

Under the supervision of National Project Officer, the expert will be responsible for:

  1. Conducting an in-depth analysis of the existing legislative and strategic framework governing the national security system;
  2. Conducting the needs assessment of civil servants (both at the central and the local level), as to their understanding of the national security system and human security, more precisely:
    • developing an online questionnaire with multiple-choice questions, checkboxes, rating scales, short answers etc, for up to 250 civil servants;
    • analysing results of the online surveys and producing a relevant report on it;
    • developing a list of questions for the focus groups and in-person interviews;
    • preparing and conducting up to three focus groups with minimum eight persons/civil servants each. The focus groups shall also include representatives of the core security sector institutions;
    • preparing and conducting a minimum of five in-person interviews with civil servants, including representatives of the core security sector institutions;
  3. Developing a curriculum for the national/human security related training programme and all the necessary learning materials, based on the findings of the desk research and needs assessment.

The training programme should be divided into a minimum of five lessons, and should address topics such as: elements of the national security system, democratic-civilian oversight over the security sector, good governance in the security sector, gender mainstreaming, emergency management, international/regional security cooperation, relationship between the national security and the human security concept etc.

The tasks enlisted above would be carried out together with the Andragogy/Psychology Expert, and with the support of the Data Collection and Analysis Consultants, all of whom will also be hired by the OSCE on a Special Service Agreement. Prior to performing their tasks, all hired consultants would develop a six-month work plan.

     
Necessary Qualifications    
     
   
  • Citizenship of or permanent residence in the Republic of Serbia;
  • Advanced university degree in security studies, political sciences or law;
  • Minimum 5 years of professional experience in the field of national or human security;
  • Established in-depth knowledge of the national security sector (strategic and legal framework, relevant institutions, oversight) and the human security concept;
  • Established knowledge of issues related to security sector governance and reform;
  • Proven ability to conduct desk research and needs assessments, as well as to prepare curricula and produce learning materials;
  • Excellent interpersonal, communication and organizational skills;
  • Professional fluency in Serbian and English, both oral and written;
  • Computer literate with practical experience in Microsoft packages;
  • Ability and willingness to work with people of different cultural, national and religious backgrounds;
  • Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into tasks and activities.

Remuneration Package    
     
    The consultant will be employed on a Special Service Agreement covering a total period of six months, and will be paid a total amount not exceeding 142,000 RSD per month worked, commensurate to individual qualifications and experience.
