This vacancy is open only for the applicants with the citizenship of or permanent residence in the Republic of Serbia.
In 2017, the Republic of Serbia adopted the Law on the National Academy for Public Administration (NAPA), and in the following year NAPA started its work. NAPA is in charge of establishing a system of professional development of public administration at all levels of government. In line with NAPA’s priorities and its programme of professional training of civil servants, the OSCE Mission to Serbia will now support the development of two priority training modules, one on the use of languages and scripts of national minorities in administrative procedures, and the other on inscription of personal names in scripts of national minorities in official records. This will be done through the development of training material and production of short animated videos. These modules will be a part of training on general administrative procedure, but will also be available as self-standing modules dedicated to the broader public.
To this end, the Mission requires the services of an experienced expert on the topic of use of national minorities’ languages who will be engaged in the development of the above mentioned online training modules.
This activity will be implemented in co-operation with the Mission’s National Minorities Section that will support translation of videos and training materials to national minorities’ languages.

Tasks and Responsibilities |

|
Under the supervision of the National Programme Officers of the Democratic Governance Section and the National Minorities Section, and in close co-ordination with NAPA, the consultant will develop textbooks and tests, and provide professional input for scripts for two online training modules. Specifically, the consultant will be responsible for:
- Developing written materials for both lessons in consultation with expert on general administrative law, bearing in mind the following:
- The written materials should be of educative nature, i.e. lesson-related textbooks, which should comply with NAPA standards;
- Lessons should comprise a chapter on legal framework (constitutional and respective legal provisions), a chapter explaining how legislation should be properly implemented, and examples from current practice as well as indication of current problems;
- Developing written tests for each of the lessons in the format of multiple-choice questions, in accordance with NAPA standards;
- Developing scripts for two animated videos, in co-operation with the production company engaged for the production of videos, namely:
- Providing stories with examples of good and bad practices of implementation of both topics that will be a basis for further development of scripts. Stories should contain professional and legal inputs;
- Providing professional input for infographics and narration;
- Participating in production of videos by providing short oral contribution – summaries of lessons that are to be filmed as part of the videos;
- Providing legal and professional advice on scripts;
- Co-operating with the production company by:
- Providing advice on graphics materials that would be needed for post-production, i.e. integrated into the videos, such as key words and other infographics;
- Providing legal and professional advice during production and post-production of videos.
The consultant will work from home, except for the filming of summaries of lessons that will be held at a location in Belgrade.
During the development of requested outputs and identification of problems in implementation, the consultant should rely on respective analysis and reports, such as reports of Citizen’s Protector and respective reports from the Office of Human and Minorities Rights and Commissioner for Equality.

Necessary Qualifications |
|
|
|
|
|
|
|
- Citizenship of or permanent residence in the Republic of Serbia;
- University degree in law;
- Minimum 10 years of relevant professional experience, including minimum 5 years of working experience in the field of official use of national minorities’ languages;
- Excellent knowledge of national legislation on use of languages of national minorities in administrative procedures;
- Holding a lecturer’s accreditation issued by NAPA would be considered an asset;
- Excellent interpersonal, communication, analytical and organizational skills;
- Professional fluency in Serbian language, both oral and written, and good knowledge of English language;
- Computer literate with practical experience in Microsoft packages;
- Ability and willingness to work with people of different cultural, national and religious backgrounds;
- Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into tasks and activities.

Remuneration Package |

The consultant will be employed on a Special Service Agreement covering a total period of six (6) working days, starting in May 2020, and will be paid a total amount not exceeding RSD 126,900 in total, commensurate to individual qualifications and experience. |
