The OSCE Mission to Serbia is looking for a number of experts in the field of media and digital literacy who may be engaged in one or more of the Mission’s current or future projects.
The OSCE Mission to Serbia has been engaged in enhancing media and digital literacy of Serbian citizens since 2015, bearing in mind that both digital and media skills are essential in enabling a wide range of opportunities in modern times. The impact of the new technologies on digital economy and digital society requires regular updating of media and digital skills. Last decade has seen the emergence of many new technologies, such as artificial intelligence, machine learning, internet of things, big data, blockchain, cloud computing, 3D printing and mobile applications among others.
The digital economy has created a huge shortage of people with the necessary digital skills. Moreover, the period of Covid-19 pandemic crisis made digital skills necessary condition for the maintenance of work and education.
The Serbian Government adopted the Media Development Strategy and Digital Skills Development Strategy in 2019. The Mission will direct its attention in 2020 on enhancing media and digital skills of journalists, students, educators and citizens. The focus will be on youth and digital media, but also on empowering citizens to obtain unbiased information, with the general aim of improving the digital competences of citizens in the following areas:
- Information and data literacy – browsing, searching, filtering, evaluating and managing data, information and digital content;
- Interacting through digital technologies – sharing through digital technologies, engaging in citizenship through digital technologies, netiquette, managing digital identity;
- Creating digital content – developing, integrating and re-elaborating digital content, copyrights and licensing;
- Safety – protecting devices, personal data and privacy, health, wellbeing and the environment.
To this end, the Mission requires the services of highly qualified experts in the field of media and digital literacy, who would, among other tasks, be responsible for designing and delivering workshops, lectures and/or seminars in schools and other public institutions over the period of next three years.

Tasks and Responsibilities |

|
Under the supervision of the National Media Development Officer, the experts will be responsible for:
- Designing the curriculum and materials for the lectures, workshops and/or seminars, including on the topics of children’s use of digital media, digital skills of teachers and media literacy of journalists and citizens in general. Depending on the target audience, the lectures, seminars and/or workshops should cover the following:
- Children’s perception of their digital skills and competences;
- The effects of harmful digital content on children;
- The best ways to raise awareness on safety of children on internet;
- The role of society in prevention of digital violence;
- How to use digital technologies for subject disciplinary teaching and professional development;
- Media representations of specific groups of people and media constructions;
- Media influences on behaviours and attitudes;
- Storytelling in digital journalism – how to use social networks and digital media to report content in a digital format;
- Delivering the lecture/workshops/seminars.

Necessary Qualifications |
|
|
|
|
|
|
|
- Citizenship of or permanent residence in the Republic of Serbia;
- Advanced university degree in communication, journalism, electronic communications, psychology or media studies;
- Established expertise and minimum 5 years of professional experience in the field of media or digital literacy;
- Excellent interpersonal, communication and presentation skills;
- Experience in conducting social research would be considered an asset;
- Professional fluency in English language, both oral and written;
- Computer literate with practical experience in Microsoft packages;
- Ability and willingness to work with people of different cultural, national and religious backgrounds;
- Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into tasks and activities.

Remuneration Package |
|
|
|

|
The selected experts would be put on the Mission’s consultancy roster and may be engaged on a Special Service Agreement for specific projects and activities, and they would be remunerated in accordance with the Mission’s remuneration policy valid at the time engagement, commensurate to individual qualifications and experience (for the purpose of illustration, currently up to 190 EUR per day, up to 1,800 EUR per month). The inclusion in the roster does not constitute an obligation or promise of engagement or employment. |
