Background    
     
   

This vacancy is open only for the applicants with the citizenship of or permanent residence in the Republic of Serbia.

Within the project “Improving fulfilment of non-discrimination commitments in Serbia, with a focus on addressing hate crime (Phase 1)”, the OSCE Mission to Serbia is providing support to the National Youth Council of Serbia (KOMS) to conduct research on youth and COVID-19.

The research analyses the impact of the COVID-19 pandemic on youth rights, attitudes and challenges, and will compile evidence-based recommendations for the protection of human rights of youth and the maximization of youth contributions.

In order to inform and inspire future pandemic responses, following the impact analysis, the Mission seeks to commission the production of video stories addressing recommendations for the protection of human rights of youth and maximization of youth contributions.

To that end, the Mission is looking for two experts to develop five video episodes on: youth rights, volunteering, psychological aspects of COVID-19, trust in institutions and impact on migration.

     
Tasks and Responsibilities    
     
   

Under the supervision of Senior Adviser on Human Rights and Non-Discrimination and the Mission’s Youth Focal Point, the consultants will be responsible for:

  1. Participating in preparatory meetings with representatives of the Mission and KOMS (Week 1);
  2. Drafting an outline of five dynamic innovative and engaging video episodes on the topics of youth rights, volunteering, psychological aspects of COVID-19, trust in institutions and impact on migration. The episodes should be based on the research findings and recommendations and be each at least 20 minutes in length (Week 1);
  3. Identifying suitable interviewees and establish professional working relationship, including ensuring written parental consent if minors are featured in the videos (Week 2);
  4. Producing the video series from inception to post-production, including in a mobile-friendly format(s) (Week 2);
  5. Creating and conducting outreach and dissemination plan online and via traditional media (Week 3);
  6. Producing a brief on outreach outcomes (Week 4).

All tasks will be performed jointly by two experts and in close consultation with the Mission’s Youth Focal Point and KOMS as the Mission’s Implementing Partner.

     
Necessary Qualifications    
     
   

 

  • University level education in a relevant field;
  • Membership in a recognized national professional journalistic body would be an asset;
  • Minimum 5 (five) years of professional experience in journalism, especially innovative forms like mobile journalism;
  • Professional experience in the field of video making;
  • Track record in covering youth issues and/or collaborating with youth stakeholders in Serbia;
  • Ability to demonstrate capacity to disseminate video series through online channels, as well as within traditional media;
  • Professional fluency in Serbian language, both oral and written;
  • Good interpersonal skills, clear communication and ability to establish working relationships with various interviewees;
  • Computer literate with practical experience in Microsoft packages;
  • Ability and willingness to work with people of different cultural, national, social and religious backgrounds;
  • Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into tasks and activities.

Consultants should be able to use own equipment, software and any technology needed for delivery of the task.

Remuneration Package    
     
    Each consultant will be employed on a Special Service Agreement covering a total period of 15 working days, staring approximately at the end of October 2020, and will  be paid a total amount of RSD 20.000 per day worked. The payment will be effected upon successful completion of all tasks.
