Background    
     
   

This vacancy is open only for the applicants with the citizenship of or permanent residence in the Republic of Serbia.

The OSCE Mission to Serbia has been supporting gender equality since 2002, including its implementation at local level. Thus, in 2019, together with the Standing Conference of Towns and Municipalities (SCTM), the Mission intends to develop and implement an online training on gender equality at local level for representatives of local Gender Equality Mechanisms (GEMs), as well as for local councillors and interested employees in local self-governments (LSGs). As part of the online course, the Mission will develop and promote a “Guidebook on Gender Sensitive and Non-discriminatory Language in Public Administration”. While the Guidebook will be disseminated to the participants of the course, it will also serve as a tool for further discussion and promotion of gender equality and non-discrimination with different interested groups throughout the country. The Guidebook will be printed in 1,000 copies and will be available on SCTM and OSCE web pages.

This Guidebook should be easy to read and understand and should offer all relevant recommendations and guidance to better use of gender fair and inclusive language.

     
Tasks and Responsibilities    
     
   

Therefore, the Mission requires the services of an experienced national expert to develop the Guidebook on Gender Sensitive and Non-discriminatory Language in Public Administration.

The use of gender sensitive and non-discriminatory language in public administration not only represents political correctness, but it powerfully reflects and influences attitudes, behaviours and perceptions of different social groups. Having this in mind, the Guidebook should offer linguistic norms aiming at reducing stereotypes on socio-cultural roles ascribed to men and women, as well as on attitudes towards different groups in society, especially those marginalized.

As such, the Guidebook should not constrain employees in public administration, including local self-governments, and impose on them a mandatory set of rules. Rather, it should encourage them to give due consideration to the issue of gender sensitivity and non-discrimination  in their daily written and spoken communications.

The Guidebook on Gender Sensitive and Non-discriminatory Language in Public Administration will be promoted within the local self-government trainees at the SCTM on-line course on gender equality, and with other stakeholders at national level.

Under the supervision of the OSCE Senior Governance Expert, the consultant will be responsible for:

  1. Drafting a “reader friendly” Guidebook on Gender Sensitive and Non-Discriminatory Use of Language in Public Administration within the parameters described above; the Guidebook should encompass:
    • introduction, including theoretical background and the goal of the Guidebook; 
    • recommendations, including small set of rules and “dictionary” of terms (choice of words used in particular in professional context, such as job titles when referring to women); also, the recommendations on ways of replacing the “generic masculine”;
    • comparison of gender fair and inclusive language used throughout the region (Montenegro, Bosnia and Herzegovina, Croatia, etc.);
    • supplementary leaflet with proposed set of rules;
    • other possible topics to be defined in consultations with the OSCE and the Standing Conference of Towns and Municipalities project managers;
    • 1-2 pages of summary in English;
  2. Assessing the current practical needs in the field of implementation of gender equality in the field of public administration in the Republic of Serbia; 
  3. Presenting the outline and consulting with relevant stakeholders in at least one consultative meeting organized in co-operation with the OSCE and the Standing Conference of Towns and Municipalities, before finalising the text of the Guidebook.
     
Necessary Qualifications    
     
   
  • Citizenship of or permanent residence in the Republic of Serbia;
  • University degree in linguistics, psycholinguistics, gender equality, human and minority rights, sociology or political sciences;
  • At least 10 (ten) years of experience in the field of gender and non-discrimination issues;
  • Experience in carrying out research and writing analyses in the fields of linguistics, gender equality, minority rights or use of fair and inclusive language;
  • Knowledge of the work and needs of gender equality mechanisms at local, provincial and national levels in Serbia;
  • Knowledge of regional experiences and practices in introducing gender sensitive and inclusive language;
  • Professional fluency in English and Serbian, both oral and written;
  • Computer literate with practical experience in Microsoft packages;
  • Ability and willingness to work with people of different cultural, national and religious background;
  • Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into tasks and activities.

Remuneration Package    
     
   

The consultant will be employed on Special Service Agreements covering a total period of 30 working days in the period from 10 July 2019 to 9 September 2019, and will be paid a total amount not exceeding 1,000 EUR, commensurate to individual qualifications and experience.
