Background | ||
This vacancy is open only for the applicants with the citizenship of or permanent residence in the Republic of Serbia. The OSCE Mission to Serbia is seeking an expert in Albanian language who will perform transliteration of the Albanian names and surnames recorded in a catalogue from the Albanian language and script into the Serbian language and Cyrillic script. In partnership with the Republic of Serbia’s Protector of Citizens, and based upon the request of the Albanian National Minority Council (NMC), the OSCE Mission to Serbia commissioned an assessment focusing on the right to the inscription of personal names and surnames in official documents in the Albanian language and script. In 2017, the Protector of Citizens drafted a special report on the implementation of the right to use the Albanian language and script, which provides several recommendations. One recommendation includes the creation of a catalogue of the most frequent Albanian names and surnames, to serve as a tool for administrative staff working in hospitals, maternity wards, and birth registries, which are in direct contact with native speakers of Albanian, to accurately inscribe their personal names, both in Albanian and Serbian languages and in Latin and Cyrillic scripts. In order to develop a catalogue for administrative use, which would be available also online and would be open for the addition of new names, the Mission partnered with the Ministry of Public Administration and Local Self-Government (MoPALSG), the Co-ordination Body for the Municipalities of Preševo, Bujanovac and Medvedja (CB), the Protector of Citizens, and the Albanian NMC. In the period 3 June – 2 September, three experts in Albanian onomastics collected from the birth registries in six LSGs the most frequent Albanian names and surnames. An expert provided correct inscription of collected data in the Albanian language and script. |

Remuneration Package | ||
The consultant will be employed on a Special Service Agreement covering a total period of 1 month, approx. from 16 September 2019 until 15 December 2019, and will be paid a total amount not exceeding 84.000 RSD, commensurate to individual qualifications and experience. In addition, any travel and accommodation expenses will be reimbursed by the OSCE Mission to Serbia. |
