General Minimum Requirements

The general minimum requirements for working with the OSCE are:

Excellent physical condition
Possession of a valid automobile driving license and ability to drive using manual transmission
Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure

Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

Experience in working in or with the media or in public relations, particularly in gathering, organizing, editing and disseminating information
Excellent oral and written English communication skills, including the ability to prepare news- related documents and public presentations in simple, clear language for a broad non-diplomatic audience
Good analytical and interpersonal skills

Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

Second-level university degree in journalism, international relations or related field, communications, public relations, media studies or professional certification in journalism, public relations or media technology; a first-level university degree in combination with two years of additional qualifying experience may be accepted in lieu of the second-level university degree

Experience:

Minimum 6 years of relevant, diversified and progressively responsible professional experience including at least 3 years at the management level relevant to the actual position

Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

Progressive experience of shaping communicational strategies in international environment, ensuring right message is communicated to the right audience at the right time as well ability to write interviews, op-eds and organise media events;
Managing and prioritising resources to ensure that there is an appropriate balance of proactive and reactive communication across the team to ensure long term objectives are met;
Strong experience of using digital media, including ability to measure audience reach;
Political awareness and knowledge of the historical and current political situation of the Mission area;
Strong managerial experience of successfully leading and developing high-performing teams, with a track record of creating a culture of innovation and continuous improvement in the quality of communications; effective and supportive people's manager and leader;
Outstanding communicational skills in English language, both oral and written with high levels of sensitivity and judgement;
Strong relationship building and influencing skills with internal and external stakeholders;
Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views while maintaining impartiality and objectivity;
Ability to work under pressure and deliver at pace with proven resilience to high stress environment;
Ability to operate Windows applications, including word processing, data bases, and power point.

Desirable:

Experience in working with teams in international setting, ensuring communications are achieved and integrated in complex political environments;
Evidence of working at pace, with proven track record on providing clear balanced advice to senior management level;
Robust, resilient, highly motivated and not easily discouraged. Strong leader able to motivate diverse team;
Working knowledge of Ukrainian and/or Russian language(s).

Tasks and Responsibilities

The Special Monitoring Mission to Ukraine (SMM), in line with the OSCE Action Plan for the Promotion of Gender Equality, is committed to further improving gender balance among staff in all areas and levels within the SMM. We encourage qualified applicants, especially women to apply for this position.

If applicable, deployment is subject to attendance to and successful completion of pre-deployment training and assessment.

Applicants are hereby notified that the Special Monitoring Mission to Ukraine (SMM) is designated by the OSCE as a nonfamily duty station. This designation is based on the fluid and dynamic working environment in the SMM. The currently prevailing working conditions in the duty station may include working in a hazardous location with extended hours of service, and possibly curtailed freedom of movement. Successful candidates who are appointed to locations deemed by the OSCE as hazardous will receive hazard pay. In addition, all successful candidates will be required to participate in the OSCE accident and life insurance scheme in accordance with the OSCE Staff Regulations and Staff Rules.

Under the direct supervision of the Head of Press and Public Information (PPIU) and guidance of the Chief Monitor, as Deputy Chief, Press and Public Information Unit, you will be responsible for:

Assisting to implement a media strategy designed to generate maximum positive local and international coverage of Mission activities;
Leading PPIU's communication planning, ensuring plans are well-drafted, strategically-aligned and supported by robust and detailed operational plans to maximize reach and impact;
Assisting with communication advice within the division and the wider organization, by demonstrating credible knowledge of research design and instruments;
Building and maintaining trusted relationships with internal and external stakeholders;
Overlooking the PPIU's budget expenditures, all other administrative processes in line with OSCE regulations;
Providing quality assurance for all written materials and media lines prepared by the team; draft op-eds, articles, press releases, social media texts and news pieces when required; overseeing the Mission's visual content;
Handling media requests from domestic and foreign journalists;
Maintaining close liaison with the plans of the OSCE Secretariat's Communication and Media Relations Section in Vienna;
Overseeing the development and maintenance of the Mission's internal and external website;
Following and analyzing developments in Ukrainian, international and regional media in fields relevant to the Mission's mandate;
Overseeing outreach activities in support of the Mission's mandate;
Performing other duties as assigned.
