Background | ||
This vacancy is open only for the applicants with the citizenship of or permanent residence in the Republic of Serbia. The OSCE Mission to Serbia has been a long partner of the Ministry of Interior (MoI) in the police education and training reform, and has supported the MoI throughout the process of developing the police training system. The development and implementation of a comprehensive Training Development Programme (TDP), which consists of a set of skills fundamental for police education, was supported by the Mission’s international trainers until 2010, when it was handed over to the MoI in order to ensure sustainability. The next step would be to support the MoI in modernizing its training function within the ongoing reforms of human resources management. The Mission therefore requires the services of a Curriculum Development Associate Trainer, who would design and deliver the Curriculum Development course to eight members of the MoI’s Centre for Police Training together with a Lead Trainer. The course would aim to equip the participants with up-to-date knowledge and skills, and to help them meet the overall police requirements in community policing, combatting organized crime and corruption, and other areas of police work. |

Tasks and Responsibilities | ||
Under the supervision of National Programme Officer and in co-operation with Curriculum Development Lead Trainer, the expert will be responsible for:
The 4-week course should comprise the following units: Course overview; Planning of the curriculum development process; Training needs analysis and assessment; Data Collection and Analysis Methods; Performance Problem Analysis; Non-training solutions as a result of performance problem analysis; Job, Tasks and Duties Analysis; Work Environment Analysis; Participants’ Analysis; TNA Report; Structuring Training Program; Aim, General and Specific Outcomes; Structuring of the training content; Training and methodology related instruction for delivery of training; Measuring Performance and Assessment Methods; Training evaluation; Development of Handouts, Manuals and Workbooks; Implementation Plan; Practical exercise; Conclusions. |

Remuneration Package | ||
The consultant will be employed on a Special Service Agreement covering a total period of two months, starting approx. from 4 November 2019, and will be paid a total amount not exceeding 316,000 RSD, commensurate to individual qualifications and experience. In addition, travel and accommodation costs, if any, will be reimbursed by the OSCE Mission to Serbia. |
