General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
 
 
 
 
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • Diplomatic experience or experience working in political affairs with international organizations or governments
  • Experience in preparing analytical reports
  • Excellent communication and drafting skills
  • Knowledge of regional political history and developments
  • Diplomatic and negotiating skills
  • Some knowledge of the OSCE principles and commitments
 
 
 
 
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

First-level university education in international studies, public policy, political science or law or related fields

Experience:

Minimum 6 years of relevant professional experience

 
 
 
 
Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • Experience in a related field, preferably in an international environment or within operational Missions;
  • Experience in political reporting and with sound analytical skills;
  • Professional fluency in the English language with the ability to analyse and communicate clearly and concisely; knowledge of English-language style guides;
  • Significant prior experience in writing, editing and/or journalism in relevant fields such as human rights or political affairs;
  • Good organizational skills, with the ability to take corrective action if required;
  • Ability to work effectively and inclusively in high stress environments;
  • Demonstrated commitment to gender equality objectives as well as the ability to integrate a gender perspective into tasks and activities;
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Cultural sensitivity and sound political judgement;
  • Strong attention to detail;
  • Ability to operate Windows applications, including word processing and e-mail.

Desirable:

  • Experience in working in Eastern Europe and/or knowledge of the region;
  • Experience with the OSCE and/or other international organizations;
  • Working knowledge of the Ukrainian and/or Russian language(s).
 
 
 
 
Tasks and Responsibilities

The Special Monitoring Mission to Ukraine (SMM), in line with the OSCE Action Plan for the Promotion of Gender Equality, is committed to further improving gender balance among staff in all areas and levels within the SMM. We encourage qualified applicants, especially women, to apply for this position.

Applicants are hereby notified that the Special Monitoring Mission to Ukraine (SMM) is designated by the OSCE as a nonfamily duty station. This designation is based on the fluid and dynamic working environment in the SMM. The currently prevailing working conditions in the duty station may include working in a hazardous location with extended hours of service, and possibly curtailed freedom of movement. Successful candidates who are appointed to locations deemed by the OSCE as hazardous will receive hazard pay. In addition, all successful candidates will be required to participate in the OSCE accident and life insurance scheme in accordance with the OSCE Staff Regulations and Staff Rules.

Under the direct supervision of the Senior Reporting Officer, Reporting and Political Analysis Unit, as Copy Editor, you will be responsible for the overall coherence of the OSCE Special Monitoring Mission (SMM) to Ukraine's internal and external publications and will ensure consistency with the SMM mandate, style standards, and terminology. More specifically, you will have the following specific responsibilities:

  1. Proof-reading, formatting and copy-editing English language internal and public products, including, but not limited to, daily reports, thematic reports, budget documents and Permanent Council reports, ensuring consistency with OSCE and SMM policy, style and terminology;
  2. Verifying adherence to SMM written requirements with a focus on accuracy, consistency, coherence and style of the text, and suggesting amendments as appropriate;
  3. Working to harmonize SMM public reporting through rewriting, abridging, simplifying or restructuring texts for greater clarity, coherence and readability, while adhering to Mission mandate;
  4. Working with the Press and Public Information Unit as needed to ensure coherence of messages;
  5. Compiling detailed style guidance as needed for various Units;
  6. Performing duties of Reporting Officer as assigned, including creating graphics and co-authoring daily reports, fact-checking them with reports from the field; and training new staff when needed;
  7. Performing other duties as assigned.
