The OSCE Mission to Serbia is looking for a local expert to develop indicators for formal identification of victims of human trafficking.
The OSCE Mission to Serbia’s Security Co-operation Department is supporting the implementation of the 2017 National Strategy for the Prevention and Suppression of Trafficking of Human Beings (THB), particularly women and children, and its accompanying Action Plan for the period 2019–2020. Through a wide range of activities, the Mission is engaged in strengthening the capacities of the Serbian police to combat trafficking in human beings, and in providing its expert and technical assistance to specialized state institutions and civil society organisations (CSOs) engaged in identification of and support to THB victims.
Through its all-inclusive approach and in line with the OSCE Action Plan to Combat Trafficking in Human Beings, the Security Co-operation Department continues to place equal focus on all three aspects of addressing the THB phenomenon: a) prevention, b) prosecution, and c) protection of victims’ rights. In the implementation of its activities, the Mission strives to promote and strengthen the National Referral Mechanism, firstly introduce by the Mission in 2003, as a framework for inter-agency co-operation and co-ordination of different state bodies and civil society organizations engaged in the protection of rights of THB victims.
Based on the existing legal framework and the 2019 Standard Operative Procedures, the Centre for the Protection of THB Victims is the only institution in Serbia empowered to conduct formal identification of THB victims. The Centre is now in need of the updated standardized indicators for formal identification of THB victims that would be in line with the international standards and corresponding to the changed trends and forms of human trafficking. The development of specific indicators for the identification of THB victims is one of the goals of the Strategy and specifically envisaged under the Activity 4.2 of the 2019-2020 Action Plan. The Security Co-operation Department is committed to supporting the development of indicators for the Centre, through a participatory and consultative approach that would involve other stakeholders as well, primarily the Office of the National Co-ordinator for Combating Trafficking in Human Beings and the relevant CSOs. While the responsibility for formal identification rests with the Centre, the drafting of indicators is a consultative process that should be informed by the inputs from those CSOs that assist presumed victims for the purposes of unification of practice and standards in dealing with potential human trafficking victims.
To this end, the Mission requires the services of a local expert with experience in the field of combating THB, to develop the indicators for formal identification of victims of human trafficking that will be used by the Centre.
