This vacancy is open only for the applicants with the citizenship of or permanent residence in the Republic of Serbia.

The OSCE Mission to Serbia is looking for a local expert to develop indicators for formal identification of victims of human trafficking.

The OSCE Mission to Serbia’s Security Co-operation Department is supporting the implementation of the 2017 National Strategy for the Prevention and Suppression of Trafficking of Human Beings (THB), particularly women and children, and its accompanying Action Plan for the period 2019–2020. Through a wide range of activities, the Mission is engaged in strengthening the capacities of the Serbian police to combat trafficking in human beings, and in providing its expert and technical assistance to specialized state institutions and civil society organisations (CSOs) engaged in identification of and support to THB victims.

Through its all-inclusive approach and in line with the OSCE Action Plan to Combat Trafficking in Human Beings, the Security Co-operation Department continues to place equal focus on all three aspects of addressing the THB phenomenon: a) prevention, b) prosecution, and c) protection of victims’ rights. In the implementation of its activities, the Mission strives to promote and strengthen the National Referral Mechanism, firstly introduce by the Mission in 2003, as a framework for inter-agency co-operation and co-ordination of different state bodies and civil society organizations engaged in the protection of rights of THB victims.

Based on the existing legal framework and the 2019 Standard Operative Procedures, the Centre for the Protection of THB Victims is the only institution in Serbia empowered to conduct formal identification of THB victims. The Centre is now in need of the updated standardized indicators for formal identification of THB victims that would be in line with the international standards and corresponding to the changed trends and forms of human trafficking. The development of specific indicators for the identification of THB victims is one of the goals of the Strategy and specifically envisaged under the Activity 4.2 of the 2019-2020 Action Plan. The Security Co-operation Department is committed to supporting the development of indicators for the Centre, through a participatory and consultative approach that would involve other stakeholders as well, primarily the Office of the National Co-ordinator for Combating Trafficking in Human Beings and the relevant CSOs. While the responsibility for formal identification rests with the Centre, the drafting of indicators is a consultative process that should be informed by the inputs from those CSOs that assist presumed victims for the purposes of unification of practice and standards in dealing with potential human trafficking victims.

To this end, the Mission requires the services of a local expert with experience in the field of combating THB, to develop the indicators for formal identification of victims of human trafficking that will be used by the Centre.

     
Tasks and Responsibilities    
     
   

Under the supervision of National Legal Officer and in close co-ordination with the Centre, the consultant will perform the following tasks:

  1. Collecting inputs from the representatives of the Centre for the Protection of THB Victims, Office of the National Co-ordinator for Combating Trafficking in Human Beings and relevant CSOs during the first consultative meeting hosted online by the Mission;
  2. Reviewing applicable international standards and indicators developed by different international organizations as well as indicators currently in use in Serbia and countries from the region;
  3. Conducting a comprehensive analysis of statistical data provided by the Centre and the CSOs;
  4. Based on the above, developing the draft indicators for formal identification of victims of human trafficking;
  5. Presenting the draft indicators for the purposes of obtaining feedback from relevant stakeholders during second consultative meeting/workshop hosted online by the Mission;
  6. Finalizing the indicators taking into account relevant inputs received.
     
Necessary Qualifications    
     
   
  • Citizenship of or permanent residence in the Republic of Serbia;
  • University degree in law, social or political sciences, postgraduate degree in the area of human right would be an asset;
  • Minimum seven or more years of professional experience in the area of social protection, protection of rights of THB victims or other vulnerable groups such as women, children or migrants;
  • Relevant experience and knowledge of international instruments and domestic legislations and policies in the area of combating trafficking in human beings;
  • Experience in working directly with victims of THB would be an asset;
  • Established in-depth knowledge of desk research, needs assessments, data collection, and analysis methodologies drafting guidelines and questionnaires;
  • Excellent interpersonal, communication and organizational skills;
  • Professional fluency in Serbian and English, both oral and written;
  • Computer literate with practical experience in Microsoft packages;
  • Ability and willingness to work with people of different cultural, national and religious backgrounds;
  • Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into tasks and activities.

Remuneration Package    
     
    The consultants will be employed on a Special Service Agreement in the period from 1 October 2020 to 14 December 2020, and will be paid a total amount not exceeding RSD 582,000 in total, commensurate to individual qualifications and experience.
