Please note that this is a consultancy assignment of a temporary nature, with an expected duration of approximately 144 working days within the period April 2021 – March 2022.
The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence and security-building measures, human rights, national minorities, democratization, policing strategies, counterterrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.
The OSCE Secretariat in Vienna assists the Chairmanship in its activities, and provides operational and administrative support to the field operations, and, as appropriate, to other institutions.
The Office of the Co-ordinator of OSCE Economic and Environmental Activities (OCEEA) deals with economic and environmental issues, operating under the premise that promoting economic prosperity and co-operation on environmental problems can contribute to international security and stability. The OSCE’s role is twofold: a) to monitor economic and environmental developments among participating States, and alert them to any threat of conflict, and b) to facilitate the formulation of economic and environmental policies and initiatives among participating States, to promote security.
Based on the request of the Ministry of Justice of Armenia received in 2019 to support the implementation of the anti-corruption reform in the country, the OSCE’s Office of the Co-ordinator of OSCE Economic and Environmental Activities (OCEEA), together with the Ministry of Justice of the Republic of Armenia, launched the OSCE extrabudgetary project on “Strengthening anti-corruption reform in Armenia” aimed at establishing and reinforcing national anti-corruption institution(s) with adequate human and technical resources to foster the country’s good governance reforms. The project has focused on targeted policy, expert, advocacy, and capacity building assistance in establishing anti-corruption institutions in Armenia that has produced tangible results in 2019 and 2020. In 2021, the OCEEA will continue the implementation of the project.
The current project´s component “Strengthening the Anti-Corruption Committee of Armenia”, financed by the Swiss Agency for Development and Co-operation, is conceived as a part and contribution to this broader effort and framework and is aimed at strengthening a key institution of the institutional anti-corruption set-up, the upcoming Anti-Corruption Committee (ACC). The ACC is planned to be the leading anti-corruption law enforcement autonomous state body, specialized in investigating combating corruption offenses. The main goal of the project´s component is to provide a series of capacity-building activities, expert assistance, and policy support to develop and enhance the capacities of the ACC to implement its essential operational functions and activities.
Due to the travel limitations imposed by the COVID-19 pandemic, and following requirements of a separately executed agreement, the OSCE would require the support of a resident of Armenia to assist in the project implementation on the ground providing support to stakeholder outreach and co-ordination, as well as organizational-operational matters. |

Remuneration Package | ||
Remuneration will be based on the selected consultant’s/expert’s qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates. |
