Background    
     
   

This vacancy is open only for the applicants with the citizenship of or permanent residence in the Republic of Serbia.

As a follow up to the project “Supporting prevention of violent extremism and terrorism in Serbia”, the OSCE Mission to Serbia’s Security Co-operation Department is continuing to strengthen the capacity of the Republic of Serbia to prevent and suppress more effectively violent extremism and radicalization that lead to terrorism (VERLT). One of the goals is to build a multi-stakeholder approach to prevent VERLT by increasing awareness and involving diverse stakeholders in society at the grassroots level.

As a step towards achieving this goal, the relevant government Ministries approved the training of relevant teaching staff and social workers across Serbia through a series of awareness raising seminars on the prevention of VERLT. In order to embark on this, the Ministry of Interior (MoI) needs to expand their pool of trainers on this topic. Therefore, the Mission decided to facilitate another Training of Trainers (ToT) on VERLT for a group of up to 12 police officers from the MoI’s Service for Combating Terrorism and the Uniformed Police Directorate.

For that purpose, the Mission requires the services of a national expert with extensive experience in the field of preventing violent extremism and signs of radicalisation that lead to terrorism, to co-deliver a 5-day Training if Trainers course (ToT), together with other pre-selected trainers, to a selected group of police officers from the Service for Countering Terrorism and Uniformed Police Directorate.

     
Tasks and Responsibilities    
     
   

Under the supervision of the Senior Organized Crime Adviser, the consultant will be responsible for:

  1. Preparing lesson plans and other materials for the ToT, selecting appropriate training methods and training aids, and drafting the training programme, in co-operation with the trainers from the Ministry of Interior of the Republic of Serbia;
  2. Preparing lesson plans for the seminar based on the available OSCE resources and practices on Community Policing Approach to Prevent VERLT and MoI’s internally developed Training Programme, as well as the manual and the brochure on the prevention of radicalization and terrorism, in co-operation with other experts;
  3. Co-delivering the 5-day training of trainers, together with other pre-selected trainers;
  4. Sharing practical examples and leading discussions and brainstorming sessions in the frameworks of the training.
     
Necessary Qualifications    
     
   
  • University degree in law, political sciences, security studies or a related field;
  • Minimum 5 years of work experience in dealing with safety and/or CVE issues;
  • Experience in conducting capacity-building seminars and workshops for governmental and non-governmental organizations;
  • In-depth knowledge of the role of law enforcement services in preventing and countering violent extremism;
  • Experience in developing and delivery of trainings/seminars/workshops;
  • Experience in working with governmental and non-governmental entities relevant for preventing violent extremism would be considered an asset;
  • Professional knowledge of the Serbian, both oral and written, and working knowledge of English language;
  • Computer literate with practical experience in Microsoft packages;
  • Ability and willingness to work with people of different cultural, national, social and religious backgrounds;
  • Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into tasks and activities.

Remuneration Package    
     
   

The consultants will be employed on a Special Service Agreement covering a total period of 5 (five) working days, starting approximately at the end of November 2020, and will be paid a total amount of RSD 60.000. The payment will be effected upon successful completion of all tasks.
