Background    
     
   

The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, combating human trafficking, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.

The OSCE High Commissioner on National Minorities (HCNM) promotes conflict prevention and integration of diverse societies. HCNM was established to identify and seek early resolution of ethnic tensions that might  endanger peace, stability or friendly relations between OSCE participating States.

As part of the HCNM’s long-term engagement in interethnic conflict prevention, the HCNM has supported multilingual education (MLE) projects in Central Asia since 2006. This is because education is considered as being one of the essential tools to foster effective participation, integration, interethnic peace and cultural tolerance.

HCNM is recruiting a multilingual education specialist to support completing activities for a current multilingual education project, and to prepare for the start of the new programme and initiate new activities.

     
Tasks and Responsibilities    
     
   

The HCNM is seeking a Project Officer to support an ongoing project. Under the supervision of the Project Officer, the consultant is responsible for:

  1. Drafting recommendations aimed at improving education policies and practice in Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, Uzbekistan and Mongolia;
  2. Developing agreements with government institutions for long-term support under the fourth phase of the CAEP programme;
  3. Providing advice for developing methodologies for applying MLE in minority-language kindergartens, schools and universities;
  4. Developing as required MLE materials needed to pilot education entities for supporting implementation of mother tongue based MLE programme;
  5. Designing and facilitate the concluding conference of CAEP Phase III and other regional and national activities within the CAEP;
  6. Providing expert assistance in preparing round tables, conferences and other country- or regional level events promoting MLE including on MLE management and evaluation, mother tongue and second language teaching, as well as CLIL methodology; 
  7. Providing advice to design, methodology and plan researches aimed at assessing MLE development within the countries of the region and promoting the role of mother tongue within MLE programmes; 
  8. Supporting developing the regional network of educational institutions and professionals practicing MLE; Contributing to developing the quarterly CAEP Newsletter “Dialogue” ; 
  9. Other duties as required.

Necessary Qualifications    
     
   
  • Second-level university degree in pedagogy, education, linguistics and/or other language education related field; 
  • Knowledge of the HCNM OSCE mandate and programming policies; 
  • Excellent knowledge of MLE-related issues; extensive training experience in MLE; 
  • Progressively responsible experience in the field of international cooperation/assistance in the field of education; 
  • Experience providing upstream policy advice;
  • Awareness about minority education issues in the CAEP participating states; 
  • Working experience in the Central Asian region;
  • Excellent command of Russian and English languages;
  • Demonstrated ability to work in a multicultural environment and establish harmonious and effective working relationships.
     
Remuneration Package    
     
   

Remuneration will depend on the qualifications and experience of individual, deliverables, and will be based on the current OSCE consultancy rates.
