Please note that this vacancy notice is not for a specific assignment but is aimed to identify individuals with an in-depth knowledge of and experience in conducting internal investigation.

 

Successful applicants will be included in the OIO roster, with the possibility of being contacted in case of an assignment, for which they possess relevant qualifications. Inclusion into the roster does not carry any commitment by the OSCE to use the services of the expert.

 

The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence and security-building measures, human rights, national minorities, democratization, policing strategies, counterterrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.

 

The OSCE Secretariat in Vienna assists the Chairmanship in its activities, and provides operational and administrative support to the field operations, and, as appropriate, to other institutions.

 

The Office of Internal Oversight (OIO) is responsible for planning, organizing and carrying out internal audits, investigations and independent evaluations of the Organization's activities including field operations in order to determine adequacy of governance, risk management and internal controls processes, to assess compliance with the regulatory framework, as well as the efficiency and effectiveness of operations.

     
Tasks and Responsibilities    
     
   

Due to the extreme investigation workload, the investigation section of the Office of Internal Oversight requires investigation consultants to carry out specific investigative activities for certain investigations. Reporting directly to the Senior Investigator, the investigation consultant will be tasked with performing specific investigations including but not limited to:

 

  1. Developing investigation work plans;
  2. Reviewing documentation and other evidence obtained in the course of the investigations;
  3. Preparing interview questions;
  4. Assisting with conducting interviews of witnesses and subjects;
  5. Preparing records of interview;
  6. Drafting investigation findings;
  7. Drafting investigation reports.

Necessary Qualifications    
     
   
  • University degree in law, applied criminal justice, business administration, accounting, or another relevant field; an advanced degree would be an asset;
  • A minimum of five years’ experience in conducting external and/or internal investigations including administrative investigations;
  • Experience in conducting a variety of investigations, including but not limited to fraud, corruptions, conflict of interest, harassment and or abuse of authority;
  • Experience in performing investigative interviews;
  • Preferred experience in investigations with UN organizations as an independent external investigator;
  • Ability to work under pressure and meet deadlines;
  • Professional fluency in written and spoken English, including excellent communication and report drafting skills; knowledge of other OSCE working languages would be an asset;
  • Computer literacy;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability to establish and maintain effective and constructive working relationships with people of different national and cultural backgrounds while maintaining impartiality and objectivity.
     
Remuneration Package    
     
   

Remuneration will be based on the selected consultant’s/expert’s qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
