This call for applications is open for persons with citizenship of, or permanent residence in, the Republic of Serbia.
In May 2019, the presidency of the Standing Conference of Towns and Municipalities (SCTM) of the Republic of Serbia adopted the Code of Ethics of Local Government Officials, which was developed in 2017 and 2018 with the support of the OSCE Mission to Serbia. The OSCE Mission to Serbia is looking for a local expert to provide support to the SCTM in developing a Guidebook for Implementing the Code of Ethics of Local Government Officials, by conducting respective background and comparative research and advising on most appropriate examples of similar codes, based on best national and international examples. The Guidebook will describe a set of principles, and give examples of good and bad ethical behaviour of local government officials.

Tasks and Responsibilities |
|
|
|
|
|
|
|
Under the supervision of the Senior Governance Adviser, and in close co-operation with the SCTM, the consultant will perform the following tasks:
- Conduct comparative research on international and Serbian examples of codes of ethics for public officials, public servants and professionals;
- Identify topics and specific examples of relevance for the Guidebook, based on 12 principles of the Code of Ethics of Local Government Officials;
- Design and facilitate a consultative workshop on the draft Guidebook for Implementing the Code of Ethics of Local Government Officials, with local government representatives and other experts in public administration and/or public service ethics, with the aim of getting relevant comments on specific issues that are to be addressed in the Guidebook;
- Provide written comments and suggestions on draft text of the Guidebook for Implementing the Code of Ethics of Local Government Officials developed by the SCTM.

Necessary Qualifications |
|
|
|
|
|
|
|
- Citizenship of or permanent residence in the Republic of Serbia;
- University degree in political science, public policy, law, philosophy, or related fields;
- At least 4 years of experience in research and analysis in the area of public service ethics;
- Experience in research and analytical experience in the specific areas of anticorruption, integrity, transparency and/or accountability of public officials and public servants;
- Good knowledge of Serbian and comparative legislative framework in the areas of anticorruption, integrity, transparency and accountability;
- Good knowledge of content and implementation practice of Serbian and international codes of ethics for public officials, public servants and professionals;
- Computer literate with practical experience in Microsoft packages;
- Good interpersonal skills and ability for teamwork, including ability and willingness to work with people of different cultural, national and religious backgrounds and diverse political views while maintaining impartiality and objectivity;
- Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into tasks and activities.

Remuneration Package |

|
The expert will be employed on a Special Service Agreement for a total of 9 working days in a 2-month period, starting approx. from 15 August 2019, and will be paid a total amount not exceeding 108,000 RSD, commensurate to individual qualifications and experience.
In addition, the OSCE Mission to Serbia will cover travel and accommodation costs, if any, associated with this consultancy.
