Background    
     
   

This vacancy is open only for the applicants with the citizenship of or permanent residence in the Republic of Serbia.

The process of distance learning in languages of national minorities in the course of COVID-19 pandemic during March – May 2020 showed the limited availability of online classes for mandatory school subject ‘Serbian as Non-mother Tongue’ (SaNMT). Fluency in Serbian is essential for integration of Serbia’s diverse societies. Considering that the distant learning will most likely be, to a certain extent, a mode of work for schools as of September 2020, in partnership with the Ministry of Education, Science and Technological Development (MoE) the OSCE Mission to Serbia will support the recording and production of classes for SaNMT so that this subject is not neglected in the challenging circumstances brought about by the COVID-19 crisis.

In partnership with the MoE, in co-operation with schools and in close consultations with relevant National Councils of National Minorities (NMCs) and the Institute for the Improvement of Education (IIE), the Mission will support the development of operational plans for online classes of SaNMT, as well as the recording and production of classes for both levels (A – basic and B – advanced) of the recent curriculum, for three educational cycles (covering primary and secondary education). The produced material will be used in teaching of the school subject starting from September, for the entire school semester.

The recorded classes for each grade and for both A and B levels will be available online (on the web sites of eight NMCs, IIE, schools and on social networks of the eight NMCs) and will represent a tool that could be re-used in teaching the subject also in following school years, in case of prolonged distance learning, depending on pandemic related situation.

To this end, the Mission requires the services of three consultants who will co-ordinate and monitor the recording of lessons, liaise with schools where classes will be recorded, as well as with teachers who will deliver the classes and selected media production company – thus enabling smooth and efficient implementation of envisaged activities and securing good quality of recorded classes

     
Tasks and Responsibilities    
     
   

Under the supervision of National Programme Officer on National Minorities, the consultants will perform the following tasks:

  1. Selecting the schools where classes of SaNMT will be recorded in consultations with the appropriate School Administration and relevant NMCs;
  2. Liaising with the school principals on recording of the classes in school premises;
  3. Liaising with the selected teachers on preparation and recording of classes;
  4. Liaising with the selected media production company in the process of recording of classes;
  5. Co-ordinating the activities with other relevant stakeholders (such as relevant school administration, NMCs, Institute for the Improvement of Education);
  6. Providing necessary logistic and expert support to teacher in the process of actual recording of classes;
  7. When necessary, consulting with the expert engaged for the development of operational and single classes plans for recording of classes of SaNMT;
  8. Enabling smooth and efficient recording in three locations as follows: o At least 100 classes for A level programme for all three education cycles in Subotica; o At least 100 classes for B level programme for all three education cycles in Novi Sad; o At least 40 classes for A level programme for the first education cycle in Bujanovac.

Each consultant will work in one of the three different locations (Subotica, Novi Sad, Bujanovac) where the classes will be recorded. There will only be a teacher, a cameraperson and the co-ordinator in the room where the recording takes place.

     
Necessary Qualifications    
     
   
  • Citizenship of or permanent residence in the Republic of Serbia;
  • University degree in social sciences;
  • Minimum 3 years of relevant professional experience in co-ordination and monitoring functions;
  • Experience in working with schools with instruction in a minority language and relevant stakeholders in the field of SaNMT;
  • Established knowledge in recent developments related to the school subject of SaNMT, such as standards, curriculum and learning outcomes;
  • Good presentation and good writing skills;
  • Knowledge of Albanian or Hungarian languages would be considered an asset;
  • Demonstrated gender awareness and sensitivity, as well as the ability to integrate gender perspective into tasks and activities;
  • Professional fluency in Serbian and English, both oral and written;
  • Computer literate with practical experience in Microsoft packages;
  • Ability and willingness to work with people of different cultural, national and religious backgrounds;

Remuneration Package    
     
   

The consultants in Subotica and Novi Sad will be employed on a Special Service Agreement covering a total period of 3 months, in the period from 14 September 2020 to 13 December 2020, and will be paid a total amount not exceeding RSD 235,050 in total, commensurate to individual qualifications and experience.

The consultant in Bujanovac will be employed on a Special Service Agreement covering a total period of 1 month, in the period from 14 September 2020 to 13 October 2020, and will be paid a total amount not exceeding RSD 58,800 in total, commensurate to individual qualifications and experience.
