Background    
     
   

This vacancy is open for the applicants with the citizenship of an OSCE participating State, excluding the Republic of Serbia.

The COVID-19 pandemic has pushed the Republic of Serbia and countries around the globe into a recession due to severe negative impacts on the economy. To address the imminent socio-economic challenges and promote economic recovery in the aftermath of the pandemic, the Serbian Chamber of Commerce (SCC) initiated a set of activities intended to identify and develop sustainable development policies and instruments for small and medium enterprises (SMEs). The promotion of circular economy business initiatives will be applied as entry points for promoting economic growth, generating new jobs and promoting partnerships, creating new value chains and reducing environmental risks.

The process  includes the development of a national “gap report” which would include inputs obtained from a public consultation process and a comprehensive overview of challenges, current capacities among SMEs, good EU practice and recommendations for policy support, economic incentives, innovations and instruments promoting businesses based on circular principles. The recommendations developed in the Gap report will be summarized in an Action Plan and submitted to the Government of the Republic of Serbia for further action. The OSCE Mission to Serbia will continue to support the Government by engaging an international expert who would draft an overview of policy development that promotes circular economy and therefore contributes to post-COVID 19 economic recovery.

     
Tasks and Responsibilities    
     
   

Under the supervision of the National Programme Officer, the expert will be responsible for:

  1. Conducting a comprehensive analysis of policies and measures adopted by the EU and the major EU economies to cope with the economic and social impact of the Covid-19 pandemic;
  2. Performing a comparative analysis of the expected sectoral impacts and the respective crisis mitigation measures;
  3. Applying the correlations observed in the structure of the economy of the Republic of Serbia, and defining the expected areas of major economic and social disruption and applicable fiscal and monetary incentive-mitigation measures;
  4. Contributing to developing recommendations to apply measures identified during the review, taking into consideration that the measures are in line with consensus EU policy, and thus facilitate the use of funds available from the EU and other International Donors for the purpose of efficient post-COVID 19 economic recuperation;
  5. Summarizing the findings in the relevant section of the executive summary of the report.
     
Necessary Qualifications    
     
   
  • Citizenship of an OSCE participating State, excluding the citizenship of the Republic of Serbia;
  • University degree in Economics;
  • Minimum 8 years of relevant professional experience, of which at least 3 in SEE accession countries;
  • Experience in performing economic analysis and drafting position papers based on the findings;
  • Profound understanding of economic concepts and how they translate into policy measures;
  • Professional fluency in the English language, both oral and written;
  • Computer literate with practical experience in Microsoft packages;
  • Ability and willingness to work with people of different cultural, national and religious background;
  • Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into tasks and activities.

Remuneration Package    
     
   

The consultant will be employed on a Special Service Agreement covering a total period of 3 months, will work remotely (from home), and will be paid a total amount not exceeding 3,300 EUR in total, commensurate to individual qualifications and experience.
